Roll Call <br /> Mayor Roe called the meeting to order at approximately 6:00 p.m. Voting and Seating <br /> Order: Laliberte, Etten, Willmus, and Roe. City Manager Patrick Trudgeon and City At- <br /> torney Mark Gaughan were also present. <br /> 2. Pledge of Allegiance <br /> 3. Approve Agenda <br /> Willmus moved, Etten seconded, approval of the agenda as presented. <br /> Roll Call <br /> Ayes: Laliberte, Etten, Willmus, and Roe. <br /> Nays: None. <br /> 4. Public Comment <br /> Mayor Roe called for public comment by members of the audience on any non-agenda <br /> items. <br /> Ms. Kim Nelson, North Central States Regional Council of Carpenters <br /> Ms. Kim Nelson, North Central States Regional Council of Carpenters, 700 Olive Street, <br /> St. Paul, stated she was representing the Council of Carpenters, members and their fami- <br /> lies who have concerns regarding the development at 2720 Fairview, and the speed at <br /> which it is moving its approval through City Council. She indicated the North Central <br /> States Regional Council of Carpenters understands the reasons why the development is <br /> desirable to the city; however, there are strong concerns with the developer, Reuter Wal- <br /> ton. Reuter Walton has a history of hiring sub-contractors who have an abysmal record <br /> of labor violations including wage theft, child labor, labor trafficking, misclassification, <br /> unpaid overtime, and workers compensation premium fraud. She stated to continue to <br /> move forward prior to putting in place precautions and oversight to protect workers and <br /> taxpayers' dollars from funding such exploitation is irresponsible. <br /> Ms. Nelson indicated North Central States Regional Council of Carpenters ask that the <br /> city does not fund private development when known to profit from exploitation, wage <br /> theft, and trafficking without the general contractor being able to demonstrate their ability <br /> to prevent such exploitation from happening on the worksites and that conditions be put <br /> on the public financing that allows the city to claw back money if labor violations are <br /> found on the project. <br /> 5.
