Regular City Council Meeting <br /> Monday, September 9, 2019 <br /> Page 11 <br /> Councilmember Etten indicated with all of the discussion on the four days he <br /> could see very few, if any, scenarios where that impacts the residents and at the <br /> same time, it is taking a lot of staff time and the chances of this negatively im- <br /> pacting a resident are essentially zero considering how the policy works. <br /> Councilmember Laliberte noted she was more concerned about the time that <br /> would be demanded with staff, which is why she seconded the motion. <br /> Councilmember Willmus indicated he will not be supporting this because he <br /> would like to see that time period remain in there. He thought it was a relatively <br /> easy policy to change over time and with a shift in policy or a change, there really <br /> would be a more rapid process by which people could find themselves at issue <br /> with the city. <br /> Mayor Roe indicated he would be in favor of this motion as the reality of these <br /> situations is that in a complaint-based system, usually the call is not necessarily <br /> coming on the first day that something appears in someone's yard. He thought <br /> time was already built into the process and it works itself out in that process. <br /> Roll Call <br /> Ayes: Laliberte, Etten, and Roe. <br /> Nays: Willmus <br /> Etten moved, Laliberte seconded, enactment of Ordinance Summary No.11633 <br /> (Attachment B) entitled, "An Ordinance Amending Selected Text of the Roseville <br /> City Code, Title 4, Chapter 407 Nuisances." <br /> Roll Call <br /> Ayes: Laliberte, Etten, Willmus and Roe. <br /> Nays: None. <br /> Mayor Roe asked if there was any discussion in regard to Chapter 907 of the City <br /> Code. <br /> Councilmember Willmus wondered why the city needed the amendment to Chap- <br /> ter 907. <br /> Ms. Gundlach explained in her discussions with the Building Official, there were <br /> previous situations where a building was vacant and grass got too long and need- <br /> ed to be mowed, numerous communications went out asking for it to be mowed. <br /> Then the abatement process came up and someone showed up and indicated not <br /> knowing about this and not receiving any of the communications. The idea is that <br /> when the building is vacant, no one is there to see the postings that show up and it <br /> is very difficult to know there is a violation until the mail is checked far along into <br />
