City of R94SEVILLE Minnesota,USA Regular City Council Meeting Minutes City Hall Council Chambers, 2660 Civic Center Drive Monday, September 23, 2019 1. Roll Call Mayor Roe called the meeting to order at approximately 6:00 p.m. Voting and Seating Order: Etten, Willmus, Laliberte, Groff and Roe. City Manager Patrick Trudgeon and City Attorney Mark Gaughan were also present. 2. Pledge of Allegiance 3. Approve Agenda City Manager Patrick Trudgeon requested removal of Item 9F (Approve Easement Agreement at 2720 Fairview Avenue). There needs to be two separate agreements. It was combined as one agreement and will be brought back for Consent Agenda approval on October 7, 2019. Councilmember Willmus requested addition of Item 71 (Update on Reuter Walton Devel- opment Process to Date). He noted this will give staff the opportunity to give the Council and public an update on events related to Reuter Walton that have transpired over the last week. Willmus moved, Laliberte seconded, adding a new Item 71 (Update on Reuter Walton Development Process to Date) to Business Items. Roll Call Ayes: Etten, Willmus, Laliberte, Groff and Roe. Nays: None. Groff moved, Etten seconded the approval of the agenda as amended. Roll Call Ayes: Etten, Willmus, Laliberte, Groff and Roe. Nays: None. 4. Public Comment Mayor Roe called for public comment by members of the audience on any non-agenda items. Mr. Benjamin Sley, 2731 Mackubin Street Mr. Sley indicated he was at the meeting regarding an incident that occurred a week ago Sunday morning at about 9:30 a.m. and less than a mile from city hall. He noted his son is a jogger and was traveling west bound at the Victoria intersection which is clearly marked with a crosswalk sign. A woman hit him going 40 miles an hour, never tapped on her brakes, and his son went sailing over the car. His son has suffered traumatic brain
