He <br /> commended the city police, fire department and emergency personnel. He explained he <br /> has pictures of the intersection which is clearly marked, there are no obstructions leading <br /> to the intersection, and anybody paying reasonable attention to the road would have <br /> stopped. <br /> Mr. Sley indicated his point is that the driver was an 86-year-old woman named Frances <br /> Williams who has numerous restrictions on her driver's license. He called Lieutenant <br /> Scott Williams who is handling the case and it is his understanding that Assistant City <br /> Attorney Melissa Lunan declined to prosecute charges in the case against this woman. <br /> He found to not pursue cases and say it is closed, is a travesty of justice and this woman <br /> is still on the road with numerous driving restrictions. <br /> Mr. Sley indicated he was at the meeting to plead that the Council, City Attorney and <br /> City Manager to look further into this case involving David Sley, Report No. 19029082, <br /> to proceed further with that and see that this woman, whom he believes is a driving haz- <br /> ard, should not be on the roads. <br /> Mayor Roe noted pedestrian safety is very important to the Council and thought that city <br /> staff and the City Attorney will look at the case and get back to Mr. Sley with any out- <br /> come of the process. <br /> Ms. Priscilla Morton, 2593 Western <br /> Ms. Morton explained she was at the meeting because the city is looking at next year's <br /> budget and she had sent an email comment about providing more emphasis and funding <br /> for analysis on how to reduce the city's carbon footprint. She noted last Friday was an <br /> International Strike March for Youth of the World saying that we are not moving fast <br /> enough, and it is going to affect them primarily. Her impression is that here in Roseville, <br /> even though we all care about the youth, the city may not have the information that <br /> would lead us to think this is an emergency and imperative that we act quickly. She read <br /> several quotes from Greta Thunberg who spoke before the United Nations. <br /> Ms. Morton noted there are now 134 governmental entities that have declared climate <br /> emergencies and we all wish the federal government would do it for them along with the <br /> state and county, but Roseville also has a role to play in this.
