He asked if the study was worthwhile even though the city would <br /> probably not be looking for a quite zone in an area like that. <br /> Mr. Culver explained it breaks down to east and west of Fairview as far as that is <br /> concerned. He did not know if it would be worthwhile to invest the funds and ef- <br /> fort into the crossings west of Fairview to establish the quiet zone along there. He <br /> thought it was worthwhile to get that inventory to show some other things that the <br /> city might want to look at with these crossings, not only from a quiet zone but al- <br /> so for safety. <br /> Councilmember Etten wondered if an outreach to Maplewood was worthwhile for <br /> the Rice Street area as the train goes through the St. Paul regional water system. <br /> Mr. Culver indicated staff could do that. <br /> Councilmember Groff reiterated the safety issue at the crossings and would like to <br /> see all of the data. <br /> Councilmember Laliberte thought it was important for the city to know what the <br /> options are and as more housing gets developed, the city needs to know all of the <br /> information. <br /> Mayor Roe offered an opportunity for public comment, with no one coming for- <br /> ward. <br /> Etten moved, Laliberte seconded, approving the Railroad Quiet Zone Study Pro- <br /> fessional Services Agreement. <br /> Roll Call <br /> Ayes: Etten, Willmus, Laliberte, Groff and Roe. <br /> Nays: None <br /> i. Update on Reuter Walton Development Process To Date <br /> Community Development Director Janice Gundlach updated the Council on new <br /> developments that have occurred with Reuter Walton since the last city Council <br /> meeting on September 16, 2019. <br /> Ms. Gundlach indicated the city was not made aware that Ricardo Batres, who <br /> was the subject of the KSTP story that aired on Thursday was spotted on a Reuter <br /> Walton site in Richfield in the days leading up to the EDA authorization of the <br /> redevelopment contract that occurred last Monday, September 16, 2019. She not- <br /> ed prior to the EDA meeting, staff was provided information regarding Batres. <br /> Staff engaged in conversations with Reuter Walton who represented to the City of <br /> Roseville that the company no longer worked with those sub-contractors after be- <br /> coming aware of those connections to Batres. <br />
