REQUEST FOR COUNCIL ACTION <br />Date: October 7, 2019 <br />Item No.: 9.d <br />Department ApprovalCity Manager Approval <br />Item Description: Approve Metropolitan Council Environmental Services Municipal Inflow and <br />Infiltration Grant Agreement <br />1 B ACKGROUND <br />2 Metro Cities (Association of Metropolitan Municipalities) championed the inclusion of a grant <br />3 program in the 2017 bonding bill for the purpose of providing grants to municipalities for capital <br />4 improvements to public infrastructure to reduce the amount of inflow and infiltration (I/I) to the <br />5 Metropolitan Council Environmental Service’s (MCES) metropolitan sanitary sewer disposal <br />6 system. Their efforts were successful and $8.7 million was approved in the bonding bill. This <br />7 follows successful $2 million and $4 million programs that were included in the 2014 and 2012 <br />8 bonding bills. <br />9 To be eligible for a grant, a city must be identified by the Metropolitan Council as a contributor of <br />10 excessive inflow and infiltration. Roseville is among these cities and is eligible for this grant. <br />11 Grants from this appropriation are a guaranteed $25,000 for each City, with the rest of the funding <br />12 distribution based on the percentage of work completed by each individual City compared to the <br />13 total amount of work from all applicants. Projects must be completed between May 31, 2017 and <br />14 November 1, 2019. The council must award grants based on applications from eligible cities that <br />15 identify eligible capital costs and include a timeline for inflow and infiltration mitigation <br />16 construction, pursuant to guidelines established by the council. <br />17 The following is a schedule of the grant process: <br />18 Council approval of “guidelines” August 23, 2017 <br />19 Notice of final grant program guidelines to cities, requesting applications August 24, 2017 <br />20 Grant applications due from cities September 22, 2017 <br />21 MCES notifies cities of their assigned PMA October 13, 2017 <br />22 Cities submit pay claims for completed projects November 1, 2019 <br />23 FRA determination, grant agreement distributed November 15, 2019 <br />24 MCES processes reimbursement upon receipt of signed agreement <br />25 One of the required documents is a resolution approving a grant agreement between the <br />26 Metropolitan Council and the City of Roseville for grant eligible work. This resolution would <br />27 allow the City of Roseville and the Metropolitan Council to enter into an agreementand authorizes <br />28 the Public Works Director to execute the Grant agreement, subject to minor modifications and <br />29 final review by the City Attorney. <br />30 P OLICY O BJECTIVE <br />31 It is City policyto keep utility infrastructure in good operating condition, reducing inflow and <br />32 infiltration to the maximum extent practicable. <br />Page 1 of 2 <br /> <br />
