He thought <br /> planning year by year made more sense, but the city also has to have projections <br /> in place using the data it has right now. <br /> Mayor Roe differed a little bit with Councilmember Willmus' recollection on the <br /> Finance Commission's recommendation. He remembered it did seem fairly <br /> straight forward that the Finance Commission thought it should be budgeted each <br /> year and then fund it from whatever sources make sense. He thought it made <br /> more sense to have a plan in place and he tended to agree that there is a step of <br /> reaching out to the industry to find out where it is at and where the contractors <br /> might be in terms of responding to this type of project. There is a way that this <br /> can be done without going through an RFP process. A request for qualifications <br /> can be done, which sort of gets interested parties to participate in a conversation <br /> about what can be done even before it would get to the quoting process. That <br /> might be a way to initiate the conversation with the contractors. He thought it <br /> made sense and there is time to figure out a plan and find out how much it will <br /> cost over a period of years. <br /> Councilmember Etten agreed that the city should go out for a request for some- <br /> thing soon and at some point, needed to be discussion back and forth between the <br /> city and a few different vendors that would look at this and learn what the vendors <br /> think the capacity would be for them or maybe it will take a few different ven- <br /> dors, he thought it was important to start that process. <br /> Mayor Roe summarized that consensus of the Council was to get a process going <br /> whereby the Council can know more about the costs as well as qualifications and <br /> recommendations of contractors in the industry then staff can put together a more <br /> specific plan with the next steps of a bidding process. <br /> Councilmember Laliberte indicated she was in favor of a multi-year approach ra- <br /> ther than a year by year approach because if the city does not plan ahead, it ends <br /> up with funds that are difficult to manage later. She did think the city needed to <br /> see what does come back. <br /> Chair Baggenstoss felt getting the Council's support was a great move for staff to <br /> start getting some ideas and start discussions. The Commission appreciated the <br /> Council's input, creativity, and thoughtfulness. <br /> Mayor Roe thanked the Commission for coming before the Council to discuss this <br /> issue and stated he felt more discussions will come in the near future. <br /> b. Consider A Request To Perform An Abatement For Unresolved Violations <br /> Of City Code At 2721 Galtier St. <br /> Building Official Dave Englund briefly highlighted this item as detailed in the <br /> Request for Council Action and related attachments dated October 7, 2019. <br />
