Regular City Council Meeting <br /> Monday, October 7, 2019 <br /> Page 7 <br /> Mr. Englund noted the owner indicated he was looking for alternate storage for <br /> the vehicle. <br /> Etten moved, Willmus seconded, to direct Community Development Staff to <br /> abate the vehicle for public nuisance violations at 2721 Galtier St., and stay en- <br /> forcement until Tuesday, October 15, 2019 for Case ENF19-674, Unli- <br /> censed/Inoperable Vehicle. <br /> Roll Call <br /> Ayes: Willmus, Groff, Etten, Laliberte, and Roe. <br /> Nays: None. <br /> c. Consider A Request To Issue An Administrative Citation For Unresolved Vi- <br /> olations Of City Code At 1454 Shryer Avenue. <br /> Removed from the Agenda. <br /> d. Discussion of Recycling Fees <br /> Public Works Director Marc Culver briefly highlighted this item as detailed in the <br /> Request for Council Action and related attachments dated October 7, 2019. <br /> Councilmember Willmus thought a couple of take-aways which the Council <br /> should carry forward are some of the discussion the Council had in 2016, particu- <br /> larly with respect to approaching these contracts and requiring a floor if looking at <br /> a cost share model. There needs to be a floor in the contract and it is a non-starter <br /> if there is not one. <br /> Councilmember Willmus indicated he would be interested in staff feedback on the <br /> conversation that was had at the PWETC meeting and their suggestion but he <br /> thought pursuing an extension of this current contract would be crazy and making <br /> a bigger mistake than the city made by moving forward with this contract in the <br /> first place. He noted Eureka does a great job and is very good at what the compa- <br /> ny does, but are also the most expensive vendor in the region and that is some- <br /> thing the city needs to be aware of. He thought going forward, when staff devel- <br /> ops RFPs, staff really needs to focus and drill down on what the actual numbers <br /> are and costs to the residents are going to be. <br /> Mayor Roe asked in the 2016 process, did the city have an option to have a floor. <br /> Mr. Culver explained Eureka's response to the city wanting a floor was that it <br /> would remove all revenue sharing. <br /> Councilmember Laliberte was not sure if she was interested in extending this con- <br /> tract with Eureka either but having been a Councilmember a few years, during her <br /> time and prior to her time on the Council, Eureka had asked them to renegotiate <br />
