Regular City Council Meeting <br /> Monday, October 21,2019 <br /> Page 7 <br /> Mayor Roe added that not only with this particular case but if there are other <br /> business license requirements in the business licensing section of the Code that <br /> talk about Conditional Use approval, he thought the city needed to separate busi- <br /> ness licensing from land use decisions and zoning. He stated it made sense to <br /> look at the requirements when looking at the land use part of it, what should be in <br /> the Zoning Code, what are the requirements for business licensing, and should <br /> there be licensing of these types of businesses. <br /> Mr. Lloyd asked if staff should wait on this item until there is discussion with the <br /> Planning Commission. He noted that strictly speaking, there is nothing about <br /> these recommendations that is in the Zoning Code or would go to the Planning <br /> Commission for a public hearing purposes because it is in Chapter or Title 3, the <br /> Business Regulations of the Zoning Code and not in Zoning or Subdivision. The <br /> Planning Commission definitely did take an interest in making sure that staff is <br /> handling these kinds of things in the most effective and efficient way, but the <br /> Planning Commission would not necessarily have a role in making the edits, un- <br /> less it is to incorporate something new into the Zoning Code. <br /> The Council did not object to staff working on this subject for future discussion. <br /> 8. Approve Minutes <br /> Comments and corrections to draft minutes had been submitted by the City Council prior <br /> to tonight's meeting and those revisions were incorporated into the draft presented in the <br /> Council packet. <br /> a. Approve October 7, 2019 EDA and City Council Meeting Minutes <br /> Etten moved, Groff seconded, approval of the October 7, 2019 EDA and city <br /> Council Meeting Minutes as presented. <br /> Roll Call <br /> Ayes: Willmus, Groff, Etten, Laliberte and Roe. <br /> Nays: None. <br /> 9. Approve Consent Agenda <br /> At the request of Mayor Roe, Assistant City Manager Olson briefly reviewed those items <br /> being considered under the Consent Agenda; and as detailed in specific Requests for <br /> Council Action dated October 21, 2019 and related attachments. <br /> Willmus moved, Etten seconded, approval of the Consent Agenda including <br /> claims and payments as presented and detailed. <br /> Roll Call <br /> Ayes: Willmus, Groff, Etten, Laliberte and Roe. <br /> Nays: None. <br />
