EXTRACT OF MINUTES OF MEETING OF THE <br /> CITY COUNCIL OF THE CITY OF ROSEVILLE <br /> Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of <br /> Roseville, County of Ramsey, Minnesota, was held on the 21'day of October 2019 at 6:00 p.m. <br /> The following Council Members were present: Willmus, Groff, Etten, Laliberte,and Roe; none <br /> were absent. <br /> Council Member Willmus introduced the following resolution and moved its adoption: <br /> RESOLUTION NO. 11644 <br /> A RESOLUTION APPROVING THE PROPOSED MICROBREWERY AS A CONDITIONAL <br /> USE AT 2704 E SNELLING DRIVE (PF19-018) <br /> WHEREAS, High Pines Brewing Company LLC submitted a valid application for approval of a <br /> proposed microbrewery as a conditional use at 2704 E Snelling Drive on behalf of the property owner,The <br /> Starlite Limited Partnership; and <br /> WHEREAS, the property is assigned Ramsey County Parcel Identification Number 03-29-23-33- <br /> 0025, and is legally described as: <br /> Lot 5, Block 1, Venture 3rd Addition, Ramsey County, Minnesota <br /> WHEREAS, City Code §1009.02.0 establishes general standards and criteria that pertain to all <br /> conditional uses; and <br /> WHEREAS, the Roseville Planning Commission held the duly noticed public hearing for the <br /> request on October 2, 2019, and having closed said public hearing, voted to recommend approval of the <br /> proposed amusement area based on the public record and the Planning Commission's deliberation; and <br /> WHEREAS, the Roseville City Council has made the following findings regarding the general <br /> standards and criteria established in §1009.02.C: <br /> 1. The proposed use is not in conflict with the Comprehensive Plan. The 2030 Comprehensive Plan <br /> does not speak directly to the proposed use or the subject property,but the proposal is generally <br /> not in conflict with the Comprehensive Plan because: <br /> a. It represents the Comprehensive Plan's broad goals promoting high quality reinvestment. <br /> b. A microbrewery among the office,bank, retail, lodging, and restaurant uses that surround it <br /> contributes to the commercial-area goal of"promot[ing] an appropriate mix of commercial <br /> development types within the community." <br /> 2. The proposed use is not in conflict with any Regulating Maps or other adopted plans. The site is <br /> not subject to a regulating map, nor is the proposed use in conflict with the previously approved <br /> PUD or its subsequent amendment. <br /> 3. The proposed use is not in conflict with any City Code requirements. Based on the plans that <br /> have been received and reviewed thus far, staff have not uncovered any City Code conflicts, and <br /> the proposed microbrewery must meet all applicable City Code regulations, or the applicant must <br /> secure any necessary variance approvals, in order to receive the required construction permits. <br /> Page 1 of 2 <br />
