131 6) EMERALD ASH BORER (EAB) PROPOSAL SCOPE OF WORK DISCUSSION
132 Staff relayed that they are continuing to work on the EAB Proposal Scope of Work with the thought
133 of bringing it to the City Council in January or February. Discussion occurred with the following key
134 components of the Scope of Work:
135 Satisfy Vision
136 Minimize impact to canopy
137 Ensure diversity – how many growers, what kind of variety and species, how will that fit
138 with the DNR recommendation
139 Ensure safety
140 Maximize efficiency
141 Implementation schedule
142 Value add
143 Risks
144 Multiyear approach
145 Notification and education
146 Grants
147 $1.3M Program – to be determined
148 Commissioner Baggenstoss noted that he appreciated that in this plan, as with the Cedarholm RFP,
149 that the vendor expertise is requested.
150
151 Staff relayed that they met with seven vendors and provided them with the Draft Accelerated
152 Emerald Ash Borer Plan that was originally brought to the City Council. The plan idea was well
153 received by all of the vendors who thought it was a good approach. In addition, the vendors did
154 comment on the preliminary budget numbers and they did not feel they were out of line.
155
156 Commissioner Heikkila asked if any of the vendors have partnered with other cities. Staff responded
157 that they are working with other cities but not in a holistic way like the accelerated plan proposes.
158
159 The Commission discussed that it was encouraging to hear the response from the vendors.
160
161 7) 2020 DRAFT MEETING CALENDAR
162 Chair Baggenstoss suggested the later meeting date in June for the joint meeting with the City
163 Council.
164
165 Commissioner Brown moved to approve the 2020 Meeting Calendar as proposed. Commissioner
166 Arneson seconded. Motion passed unanimously.
167
168
169
170
4
9
