Regular City Council Meeting <br /> Monday, December 2, 2019 <br /> Page 11 <br /> whereby the city is at less of an impact down the road. He certainly looked to <br /> support it in that measure. He also agreed with the City Manager that this is a <br /> fairly broad, comprehensive issue where the Council is going to have to take a <br /> harder look at going into the new year with respect to other areas, how the city is <br /> communicating, and the mechanisms by with which the city uses. He thought the <br /> city was at a point where it needs to take steps to pull back from this or the city <br /> will be hit with it all at once, in one budget cycle, and he did not want to do that. <br /> Councilmember Etten indicated he will not support the motion. He understood <br /> there have been some discussions but thought it would be better to start in January <br /> with discussions for a process that would reduce deficit spending. This could <br /> force all kind of things and the City Manager will have to wrestle with this with <br /> the staff. He noted in this current levy, the city is busy repairing several years of <br /> deficit spending that have been supported by the Council in a much greater por- <br /> tion, so he thought this was a little aggressive way to go after this. <br /> Roll Call <br /> Ayes: Willmus, Laliberte, and Roe. <br /> Nays: Groff, Etten. <br /> Mr. Trudgeon stated with that motion, he assumed the Council will allow him to <br /> make the cuts where he sees fit within that department. <br /> Mayor Roe thought there might be further discussion on that as a follow up to this <br /> potentially. <br /> Mr. Trudgeon indicated the Council has given him spending authority so he will <br /> need to make some immediate decisions. <br /> Willmus moved, Laliberte seconded, adoption of Resolution No. 11656 entitled, <br /> "Resolution Adopting the Final 2020 Annual Budget for the City of Roseville," as <br /> amended. <br /> Council Discussion <br /> Councilmember Etten indicated he will support this despite his previous vote be- <br /> cause the budget makes some very important status quo for many things, some <br /> key investments in some departments such as the public safety areas, adding fire- <br /> fighters, and police officers in the city. He explained he will support the overall <br /> budget. <br /> Councilmember Groff explained he will support the budget and thought this is a <br /> very small adjustment in the sixty-two million dollars. <br /> Roll Call <br />
