Regular City Council Meeting <br /> Monday, December 2, 2019 <br /> Page 12 <br /> Ayes: Willmus, Laliberte, Etten, Groff and Roe. <br /> Nays: None. <br /> Etten moved, Willmus seconded, adoption of Resolution No. 11655 entitled, <br /> "Resolution Directing The County Auditor To Adjust The Approved Tax Levy <br /> For 2020 Bonded Debt." <br /> Roll Call <br /> Ayes: Willmus, Laliberte, Etten, Groff and Roe. <br /> Nays: None. <br /> Groff moved, Etten seconded, adoption of Resolution No. 11654 entitled, "Reso- <br /> lution Submitting The Final Property Tax Levy On Real Estate To The Ramsey <br /> County Auditor For The Fiscal Year Of 2020." <br /> Council Discussion <br /> Councilmember Etten explained he appreciated two parts of this, to get specific to <br /> the investments in police and fire positions, but also the dollars budgeted to move <br /> the city away from using General Fund Reserve dollars to fund ongoing expenses. <br /> The levy increase is 5.1 percent, which people will point out is above CPI or any <br /> other measures like that but if the city takes out fixing the use of reserve dollars <br /> and those investments, which he thinks are broadly supported in the community, <br /> then it goes down to a 1.7 percent increase in the levy, which is very close to what <br /> one might expect and is close to the cost of living increase. He appreciated the <br /> overall work by staff to make that happen and the investments the city is making <br /> for the future. <br /> Councilmember Willmus agreed and thought one of things the Council has heard <br /> a little louder over this past year to a year and a half is with respect to emergency <br /> services. He thought this certainly helps the city put a foot forward and set them- <br /> selves upon a path that is more in line with community expectations going for- <br /> ward. <br /> Mayor Roe indicated the city is certainly paying attention to the impact on the av- <br /> erage taxpayer. He indicated it is an increase on the statement of the average tax- <br /> payer but the increase seemed to be in line with the average value increase for the <br /> average taxpayer. <br /> Roll Call <br /> Ayes: Willmus, Laliberte, Etten, Groff and Roe. <br /> Nays: None. <br /> d. Adopt the 2020 Final EDA Tax Levy <br />
