Regular City Council Meeting <br /> Monday, December 2, 2019 <br /> Page 15 <br /> Council Discussion <br /> Councilmember Groff thought it was a basic service that the city provides. He <br /> pointed out on page 9, the comparison to other cities which states "A more precise <br /> comparison would also incorporate each city individual philosophy in funding <br /> program and service for example, Roseville does not utilize the assessments to <br /> pay for water and sewer infrastructure replacements like other cities do." He <br /> knew from working throughout the metro area that this could be a large ticket <br /> item and important for the public to understand. <br /> Mayor Roe thought the implication of that was assessments are billed to individu- <br /> al property owners along a particular project whereas what the City of Roseville <br /> does, is spread out the annual costs over all of the users on an annual basis so that <br /> all are paying for the privilege of having the system without having to pay indi- <br /> vidual assessments. <br /> Roll Call <br /> Ayes: Willmus, Laliberte, Etten, Groff and Roe. <br /> Nays: None <br /> g. Consider Approval of Newly Created Positions in the 2020 City Budget <br /> City Manager Patrick Trudgeon briefly highlighted this item as detailed in the <br /> Request for Council Action and related attachments dated December 2, 2019. He <br /> noted with the exception of one of the Information Technology Managers, the ex- <br /> isting positions were reclassified. <br /> Mayor Roe offered an opportunity for the public comment, with no one coming <br /> forward. <br /> Etten moved, Groff seconded, approving the newly created positions. <br /> Roll Call <br /> Ayes: Willmus, Laliberte, Etten, Groff and Roe. <br /> Nays: None <br /> h. Discuss Roseville's 2020 Legislative Priorities <br /> City Manager Patrick Trudgeon briefly highlighted this item as detailed in the <br /> Request for Council Action and related attachments dated December 2, 2019. <br /> Councilmember Willmus explained an item he would like to see added back in is <br /> something the Council was focused on a few years ago and had staff testify before <br /> the Legislature, and that is a local option sales tax. He thought the Council and <br /> staff should spend more time and effort on that item, which could go a long way <br /> to help mitigate some of the needs the city has that are more of a regional use with <br />
