Regular City Council Meeting <br /> Monday, December 2, 2019 <br /> Page 20 <br /> Mr. Culver explained BKV did not provide a price and stated the price would be <br /> dependent on the level of engagement the city wanted to pursue above what BKV <br /> had in their proposal. He thought the range thrown out was ten to twenty thou- <br /> sand dollars. <br /> Councilmember Willmus indicated even at twenty thousand dollars that is <br /> $19,000 less than the LHB proposal. <br /> Mr. Culver explained the committee felt that even beyond the engagement, there <br /> was experience within the staff and general team of LHB as well as a more de- <br /> tailed task breakdown than what BKV gave to the committee. It appears that <br /> LHB has more time and effort in the concept development and evolution process <br /> than BKV had and the committee felt that was also valuable from the process of <br /> being able to use work sessions to evolve the concepts. <br /> Councilmember Willmus asked what type of timeline the proposers are looking <br /> at. <br /> Mr. Culver thought all of the teams were looking at a six- to seven-month process. <br /> Councilmember Groff stated a couple things came to his mind while doing a <br /> quick review of this. The city needs to be careful with the taxpayers money but <br /> he would also be concerned that the city will have something that everyone is re- <br /> ally happy with in the end and also something that might be forward thinking or a <br /> building or a campus design that is interesting in the future rather than looking <br /> back. His experience with LHB is that it is a little cookie cutter around the met- <br /> ropolitan area and State and looking through the documents, he thought BKV had <br /> some more interesting proposals from the aesthetics. Also looking at the chart <br /> that was provided, the experience performance of the firm, BKV actually came in <br /> higher and came in higher on the experience of assigned project manager. When <br /> the numbers were that much different in the dollar amount, at the end, it seemed <br /> like a big gap to him even though he was not in the meetings, which he knows af- <br /> fects things. <br /> Councilmember Etten indicated regarding BKV, one of the things mentioned is <br /> that BKV would engage another company outside of what is outlined in the pro- <br /> posal. He wondered what engagement that would be, other than what is in the <br /> timeline provided. <br /> Mr. Culver thought BKV was going to do the interviews with internal staff and <br /> department heads and also do a survey as well for internal staff. BKV was going <br /> to meet and work with the VFW to make sure the VFW was engaged in this pro- <br /> cess. A lot of this was as spelled out in the RFP. BKV was going to meet the <br /> minimum requirements but what was unclear was the amount of time spent with <br />
