Regular City Council Meeting <br /> Monday, December 2, 2019 <br /> Page 19 <br /> Councilmember Willmus thanked Mr. Culver for the presentation. He explained <br /> Mr. Culver has spoken to one of the criteria, specifically the narrative that Mr. <br /> Culver stated LHB did a better job on than the other proposers. He asked Mr. <br /> Culver to speak to the experience of the project managers, for example, that might <br /> be as part of the BKB Group versus LHB. <br /> Mr. Culver explained staff felt that Mike Lamb, overall, was probably a better <br /> project lead for this effort as Mr. Lamb specifically has experience with particu- <br /> larly college campuses but some larger campus planning efforts. It is not to say <br /> that BKV does not have the necessary experience but staff felt both with Mike's <br /> experience outside, as well as the experience with the City of Roseville and staffs <br /> expectations for engagement, and his work within the Twin Lakes area as well as <br /> the Arona-Hamline area, which was a value to staff. <br /> Councilmember Willmus noted the city is quite familiar with LHB and one of the <br /> items that gives him pause is with the LHB proposal, their engagement piece is <br /> WSB and going through the city's Comprehensive Plan and looking at some of <br /> the struggles the city had with that particularly engagement, where Council would <br /> provide direction and then a few weeks later, Council had to restate some of those <br /> very same concerns, which is a concern to him. He asked what assurances are <br /> there that those sorts of things are not going to happen with this process. <br /> Mr. Culver thought the major difference between what the city experienced dur- <br /> ing the Comprehensive Plan process versus this, is that LHB will actually be the <br /> project lead whereas WSB was the project lead in the Comprehensive Plan effort. <br /> Also, Lydia Major, who everyone has had very good experience with particularly <br /> with the Park Master Plan process and some other elements, will essentially be in <br /> charge of the engagement piece and using WSB for some of menial engagement <br /> work as far as staff can see it from the proposal. He stated staff has a level of <br /> comfort with Ms. Major managing that process. The process and number of <br /> meetings, spacing of meetings, is also laid out in the workplan. Staff will also be <br /> meeting with LHB early on in the process to tweak that and finetune the particu- <br /> lars. There are two major elements for the engagement piece and that is internal <br /> engagement, making sure that all of the departments have the opportunity to make <br /> sure that their current and future needs are documented, and LHB has a very good <br /> interview process laid out as far as interviewing staff and doing web interviews <br /> prior to those interviews and also collecting that data. But, the other group staff is <br /> interested in engaging is the stakeholders, both the tenants at the current retail <br /> center as well as the VFW. LHB will work directly with those stakeholders as <br /> well. <br /> Councilmember Willmus noted LHB has certainly highlighted their engagement <br /> piece and BKV was looking at that as an add-on. He wondered how much that <br /> add-on was. <br />
