Regular City Council Meeting <br /> Monday, December 2, 2019 <br /> Page 8 <br /> Mayor Roe wanted to make sure that Mr. Brokke was indicating if this was done <br /> over a number of years that would be if the city were to fund the repairs and how <br /> the city would approach this if it was city funded. <br /> Mr. Brokke indicated that was correct. <br /> Mayor Roe wanted to clarify that so from the State's perspective, the State would <br /> not be looking at five years for one million a year. The State would be looking at <br /> one budget for this year and know the five-million-dollar project was in there. <br /> Mr. Brokke indicated for the State, it would be budgeted as a one-time thing and <br /> would still take a couple of years to finish the project. <br /> Councilmember Laliberte indicated she has been struggling with this as well and <br /> thought it was more transparent to have it in there for both the community and <br /> Legislature. But at the same time, asked if having it in there implies to the Legis- <br /> lature that the city does not need the money because it has been budgeted for and <br /> the city is planning to do this anyway. Even if the Legislative session ended on <br /> time, in May, the disbursement probably would not all be five million dollars in <br /> the single year anyway. <br /> Mr. Brokke explained his experience with this is that the money is available as <br /> soon as all of the documents are signed. The entire amount is available and can <br /> be drawn down as the project is worked on and completed. The money is reim- <br /> bursed to the city through receipts. He noted there is a lot of paperwork involved. <br /> Councilmember Etten indicated because this five million dollars is not in the levy, <br /> it is kind of an exercise in how the city wants to make it look as much as anything <br /> else. In the end, the city is still hoping to get the support and funds from the State <br /> so it does not affect the city's taxpayers. <br /> Mr. Trudgeon indicated that was correct. <br /> Councilmember Groff asked if anyone has talked to the legislative advocates re- <br /> garding this and which way is better to present this in the budget. <br /> Mr. Trudgeon indicated this has not been discussed directly. <br /> Councilmember Groff thought it might be a good idea to see if the advocates have <br /> an opinion on this and how it should be presented. <br /> Mayor Roe explained one aspect of budgeting, which is always interesting, is that <br /> the budget can always be adjusted upward and not have it in there until the funds <br /> are received. Then a budget adjustment can be made in the middle of the year to <br /> add the five million dollars for the project. He thought this can be done either <br />
