Attachment C <br />Roseville 2040 Chapter 13: Implementation <br />CHAPTER 13: IMPLEMENTATION <br />Without a specific course of action, it is difficult to achieve the goals and <br />aspirations of any plan. Previous chapters of this document provide the baseline <br />information for understanding the community and the determined goals for the <br />City's future. The goals explain what the community wants to accomplish and the <br />vision desired as an outcome. This chapter outlines the specific actions that will <br />be taken to achieve those goals. <br />Often, the most challenging part of the Comprehensive Plan is implementation. It <br />is easy to complete a document, and then watch it collect dust on a shelf. To <br />increasethe likelihood of its implementation, thefollowing Implementation Matrix <br />provides priorities and probable funding mechanisms. The implementation steps <br />should be reviewed by the City periodically (annually or more often) to: <br />• Establish priority work activities for City staff and volunteers (and for City <br />partner organizations) on an annual basis, <br />• Establish priorities for annual City budget (and for City partner organization <br />budgets), <br />• Establish priorities for Capital Improvement Plans. <br />VISION AND GOALS <br />The implementation action items outlined in this chapter should ultimately <br />reinforce Roseville's Vision and Goals, which were established in Chapter 2 of this <br />comprehensive plan. The vision and goals are broad and touch nearly every aspect <br />of City activity and City life. No aspect of this Plan and its ultimate implementation <br />will be at odds with the City's vision and goals. <br />IMPLEMENTATION MATRIX <br />The implementation work plan outlined in the following table expands upon the <br />strategies and action items presented in all preceding chapters of this Plan by <br />assigning a responsible body or actor (who), a timeframe for action (when), and a <br />suggestion of where the funding that will enable the action will come from (how). <br />While the following lays out a work plan covering the years 2018 —2040, it is to be <br />expected that the task list will change from year to year. As time goes on, some <br />tasks will take longerthan expected andwill shift intothe nextyear's list. Priorities <br />will change and tasks will be moved up to be accomplished earlier. New ideas will <br />be presented to accomplish the goals and vision cited here and will be added to <br />the task list and new funding tools may be developed.
