REQUEST FOR COUNCIL ACTION <br />Date: March 23, 2020 <br />Item No.: 9.d <br />Department Approval City Manager Approval <br />Item Description: Approve Resolution Awarding Contractfor 2020 Pathway Improvement <br />Project <br />1 B ACKGROUND <br />2 The 2020 Pathway Improvement Project consists of various parking lotmill and overlay projects as well <br />3 as the rehabilitation and new construction of various pathways across the City. Plans and specifications <br />4 were developed for the project and bids were solicited in March. <br />5 The project includes the following segments funded by Parks Renewal Funds: <br />6 Langton Lake Park – New 8’ bituminous pathway along the north side of the park to create a <br />7 looped trail. <br />8 Central Park – New 8’ bituminous pathway over the existing aglime pathway near the Legion <br />9 Ballfield. <br />10 Tamarack Park – New 8’ bituminous pathway from the playground out to Western Avenue. <br />11 Completes a connection from Farrington that was done in 2017. <br />12 The project includes the following segments funded by the Parking Lot Pathway Fund: <br />13 Resurface pathway on the west side of Willow Pond in Willow Pond Park. <br />14 Resurface two pathways in Central Park from the Victoria Ballfields to Dale Street. <br />15 Construct a new 200 foot sidewalk connection on the east side of Dale Street from the B-Dale <br />16 parking lot to the existing sidewalk that connects to County Road B sidewalks. <br />17 Resurface the Victoria Street Parking Lot at Central Park near the Foundation Picnic Shelter. <br />18 Resurface two parking lots at Acorn Park. <br />19 Alternate Bid – Resurface Langton Lake parking lot near the ballfields. <br />20 The bids were opened at 11:00 a.m. on Tuesday, March 17, 2020. Three qualified bids were received for <br />21 this year’s project. After thorough review of the bids received, staff recommends awarding the project. <br />22 P OLICY O BJECTIVE <br />23 Based on past practice, the City Council has awarded the contract to the lowest responsible bidder. For <br />24 the 2020 Pathway Improvement Project, the apparent low bidder was Bituminous Roadways Inc. with a <br />25 bid of $460,622.00.
