(Fugitive dust may <br />be discussed under Item 16a). Discuss the effect of dust and odors in the vicinity of the <br />project including nearby sensitive receptors and quality of life. Identify measures that will <br />be taken to minimize or mitigate the effects of dust and odors. <br />The construction and occupancy of the proposed project is not expected to generate <br />objectionable odors. <br />During construction, contractors will follow best management practices to reduce dust <br />emissions. Once occupied, the project is not expected to generate fugitive dust <br />emissions. <br />17.Noise <br />Describe sources, characteristics, duration, quantities, and intensity of noise generated <br />during project construction and operation. Discuss the effect of noise in the vicinity of the <br />project including 1) existing noise levels/sources in the area; 2) nearby sensitive receptors;3) <br />conformance to state noise standards;and 4) quality of life. Identify measures that will be <br />taken to minimize or mitigate the effects of noise. <br />Existing Noise <br />The project site is located in an urban area surrounded by city and county roadsthat <br />generate noise typical to those uses.County Road C is theprimary existing noise source in <br />the project area. County Road C is exempt from state standards, as described in Minnesota <br />Statutes, section116.07, subdivision 2a. <br />Construction Noise <br />The Roseville Code of Ordinancesregulates the hours of operation for construction <br />equipment and allowable noise levels. Construction of the project would adhere to the <br />requirements identified in the City Code of Roseville, Minnesota, Chapter 405.03, which <br />states, “No person shall engage in or permit construction activities involving the use of any <br />kind of electric, diesel or gas powered machine or other power equipment except between <br />the hoursof 7:00 A.M. and 9:00 P.M. on any weekday, or between the hours of 9:00 A.M. and <br />Twin Lakes Station18 March 2020 <br /> <br />
