REQUEST FOR COUNCIL ACTION <br />Date: March 23, 2020 <br /> Item No.: 7.a <br />Department Approval City Manager Approval <br />Item Description: Consider the Twin Lakes StationEnvironmental Assessment Worksheet <br />(EAW) Complete and ready for Public Comment. <br />1 B ACKGROUND <br />2 As the Council is aware, Dan Regan with Launch Properties and Logan Schmidt with Dominium <br />3 have been collaborating on a mixed-use redevelopment proposal for the former Boater’s Outlet <br />4 property located at 1705, 1717, 1743, and 1755 County Road C. The proposed project has already <br />5 secured funding in the form of tax-exempt bonds from the State and grant funds from DEED, Met <br />6 Council, and Ramsey County. The REDA has also supported redevelopment tax increment <br />7 financing and created the Twin Lakes II TIF district. <br />8 Over the course of the last eight months, while securing funding, the applicants have also been <br />9 refining their site plan. To date, the plan consists of 277 units of senior affordable housing, 228 <br />10 units of family affordable housing, and seven smaller commercial buildings encompassing 55,000 <br />11 SF. The project also includes a combination of underground and surface parking stalls and various <br />12 amenities. Because the project exceeds 375 attached housing units, per Minnesota Rules, part <br />13 4410.4300, subpart 19 and 32, a mandatory Environmental Assessment Worksheet is required. <br />14 The City is the Responsible Governmental Unit (RGU) in terms of conducting review of the EAW in <br />15 accordance with the Environmental Quality Board (EQB) rules, which requires the City to <br />16 determine when the Twin Lakes Station EAW is complete. <br />17 Since early December, City staff across all departments and the City’s consultant, SRF Consulting <br />18 Group, have reviewed multiple draft copies of the proposed EAW for Twin Lakes Station. Below is <br />19 a timeline of these activities: <br />20 December 4, 2019 – initial EAW submitted to City Planner <br />21 December 10, 2019 – submittal response letter sent by City Planner to Kimley-Horn and Launch <br />22 Properties (Dan Regan) regarding EAW and tentative process <br />23 January 31, 2020 –City receives Twin Lakes StationEAW review summary from SRF <br />24 Consulting Group <br />25 February 3, 2020 – City staff forwarded to Launch Properties and Kimley Horn SRF Consulting <br />26 Group’s EAW review summary on behalf of the City, for incorporation into the worksheet <br />27 March 3, 2020 – City staff receive revised Twin Lakes StationEAW from Kimley-Horn <br />28 March 6, 2020 – City staff provide comments to Kimley-Horn regarding draft Twin Lakes <br />29 StationEAW and requested additional revisions <br />30 March 11, 2020 – City staff received revised Rosedale Center EAW from Kimley-Horn. <br />Page 1 of 2 <br /> <br />
