31 March 12, 2020 – City staff notifies Launch Properties and Kimley-Horn of staff’s acceptance <br />32 the draft Twin Lakes Station EAW and confirms a City Council complete determination has been <br />33 scheduled for March 23, 2020 <br />34 C ITY S TAFF D ETERMINATION <br />35 The Roseville City staff have determined the information contained in the Twin Lakes Station EAW <br />36 and its attachments/exhibits is complete. As such,staff is recommending the City Council make a <br />37 determination of completeness, which is required per EQB rules, to begin the formal process <br />38 highlighted below: <br />39 Within five days of the City Council affirming the EAW is complete, it will be submitted to <br />40 the EQB for publication in the EQB Monitor and sent to the official EQB distribution list. <br />41 The City must also publish a press release to at least one newspaper of general circulation in <br />42 the project area (City will use the Pioneer Press). <br />43 A 30-day comment period begins upon the date the EQB publishes the EAW in the EQB <br />44 Monitor. <br />45 At theend of the 30-day comment period, the RGU must prepare written responses to any <br />46 substantive comments received during the comment period. The RGU can also request <br />47 additional information from Kimley-Hornin order to appropriately respond. <br />48 No sooner than 3 days, and no longer than 30 days after the comment period ends, the City <br />49 Council will be asked to make a determination on whether an EIS is needed. If there is no <br />50 need to complete anEIS, the EAW process would conclude at thattime. <br />51 As outlined in the above bulleted points, the City Council will have the opportunity to review all <br />52 comments received during the comments period. This will take place at an upcoming City Council <br />53 meeting (tentatively slated for May 18, 2020 at the earliest) following conclusion of the comment <br />54 period. The process will include a staff recommendation on whether an Environmental Impact <br />55 Statement (EIS) should be pursued. This would be discretionary based on comments received <br />56 during the comment period, being the mandatory EIS thresholds are not met. <br />57 P OLICY O BJECTIVE <br />58 Enforce the City’s Zoning Code and implement the Comprehensive Plan to ensure statedgoals, <br />59 objectives,and strategies surrounding Roseville’s built environment are appropriately administered. <br />60 B UDGET I MPLICATIONS <br />61 Third party costs for technical review of the EAW are being paid for by the applicant via escrow. <br />62 Future land use applications and permits will entail fees and escrows to cover staff costs. <br />63 S TAFF R ECOMMENDATION <br />64 Determine the Twin Lakes StationEAW to be completeand ready for public distribution. <br />65 R EQUESTED C OUNCIL A CTION <br />66 Determine the Twin Lakes StationEAW complete and instruct the Planning Division within 5 <br />67 business days to submit the EAW to the EQB for publication in the EQB Monitor, publish a press <br />68 release in the Pioneer Press, and send all affected local, state, and federal agencies a copy of the <br />69 Twin Lakes Station EAW for their agency review and comment. <br />Prepared by: Thomas Paschke, City Planner <br />Attachments: A.
