REQUEST FOR COUNCIL ACTION <br />Date: April 20, 2020 <br /> Item No.: 7.d <br />Department Approval City Manager Approval <br />Item Description: Discuss Possible City Fee Relief due to the COVID-19 Pandemic <br />1 B ACKGROUND <br />2 Due to the COVID-19 pandemic, Minnesota Governor Walz has issued several executive orders that <br />3 have impacted businesses and residents. They include <br />4 <br />5 On March 13, 2020, Governor Walz issued Executive Order 20-01 declaring a statewide <br />6 peacetime emergency due to the COVID-19 pandemic. <br />7 On March 16, 2020, Governor Walz issued Executive Order 20-04 requiring thetemporary <br />8 closure of bars, restaurants, and other places of public accommodation through March 27. <br />9 On March 25, 2020, Governor Walz issued Executive Order 20-20 directing Minnesotans to <br />10 Stay at Home until April 10 unless they are considered an essential employee. <br />11 On April 8, 2020, Governor Walz issued Executive Order 20-33 extending the Stay at Home <br />12 Order and Temporary Closure of Bars, Restaurants, and Other Places of Public <br />13 Accommodation until May 4, 2020. <br />14 <br />15 In addition, on March 16, 2020, Mayor Roe declared a local emergency due to the COVID-19 <br />16 pandemic and the City Council extended the local emergency until May 15, 2020. <br />17 <br />18 Due to these needed actions, many Roseville businesses have been greatly impacted by a significant <br />19 loss of revenue due to the closure. Roseville residents who have had to stay at home due to the order <br />20 may be facing a loss or reduction in their income, making it difficult to pay for their monthly bills. <br />21 <br />22 In recognition of these difficulties, staff is bringing forward a discussion regarding potential fee <br />23 reductions the City could implement to assist Roseville businesses and residents during the <br />24 pandemic and the subsequent recovery period. For this conversation, staff focused on bringing forth <br />25 ideas that could provide some immediate relief. For businesses, we focused on those that were <br />26 closed due to the Governor’s Executive orders and that Roseville requires a license for them to <br />27 operate. For both our residents and businesses, we focused on utility bills as that is one city bill that <br />28 is expected to be paid during the pandemic. <br />29 <br />30 Potential Fee Reductions <br />31 <br />32 Business Licenses <br />33 <br />34 On-Sale Liquor Licenses– We have a total of 49 on-sale liquor license holders in Roseville as <br />35 detailed in the table below. Liquor licenses are in effect from January 1 to December 31 each year <br />36 and the full payment for the license is required at time of application.
