Since license renewal would not happen until the end of 2020, <br />39 this credit would not provide any immediate relief to the license holder. In order to provide for <br />40 immediate relief to these businessesand in recognition that there wasn’t need for city oversight of <br />41 their business operations during the closure period, staff is asking for the City Council to consider <br />42 directly refunding a portion of the liquor license fee equal to the six weeks they have been shut <br />43 down. The licensing period for massage therapy establishments is in effect from July 1 to June <br />49 30 each year and full payment of the $300 fee is required at the time of application. As a new <br />50 licensee will be required on July 1, staff is recommending that massage therapy establishments <br />51 receive a 25% reduction ($75.00) in the renewal of their license for 2020-2021in recognition that <br />52 there wasn’t need for city oversight of their business operations during the closure period. If all 31 <br />53 applicants renew in June, the total reduction in fees for massage therapy establishment licenses <br />54 would be $2,325. <br />55 <br />56 Massage Therapist– We have a total of 125 massage therapists in Roseville. The licensing period <br />57 for massage therapists is in effect from July 1 to June 30 each year and full payment of the $100 fee <br />58 is required at the time of application. As a new licensee will be required on July 1, staff is <br />59 recommending that massage therapist receive a 25% reduction ($25.00) in the renewal of their <br />60 license for 2020-2021 in recognition that there wasn’t need for city oversight of their work <br />61 operations during the closure period. If all 125 applicants renew in June, the total reduction in fees <br />62 for massage therapist license would be $3,125. <br />63 <br />64 Tobacco Shops – We have a total of 26 tobacco licenses issued in 2019-2020. 22 licenses are issued <br />65 to grocery stores, pharmacies, gas stations, and convenience stores. All of these businesses have <br />66 been allowed to remain open. There are 4 licenses issued to tobacco stores, which were not able to <br />67 remain open. Similar to the massage therapy establishments, tobacco licenses are in effect from July <br />68 1 to June 30 each year and require full payment of the $200 fee at the time of application. Staff <br />69 recommends that tobacco shops that were closed as part of the Governor’s Executive Order receive a <br />70 25% reduction ($50) in the renewal of their license for 2020-2021 in recognition that there wasn’t <br />71 need for city oversight of their work operations during the closure period. The total reduction in fees <br />72 for tobacco licenses would be $200. <br />73 <br />74 Utility Bills <br />75 The City charges a 10% late fee for utility bills not paid 10 days after the due date. Due to the <br />76 impacts of COVID-19 to our residents and businesses that are out of work or have reduced revenue, <br />77 staff recommends that the City does not apply the 10% late fee for utility bills that are due on March <br />Page 2 of 3 <br /> <br />
