78 31, April 30, and May 31, 2020. A precise estimate on the amount late fees that would not be <br />79 collected is not possible, but last year, Roseville charged $27,000 in late fees for utility bills due in <br />80 March, April, and May. We expect this amount may be slightly higher than last year. <br />81 P OLICY O BJECTIVE <br />82 To provide financial relief to Roseville residents and businesses due to the COVID-19 pandemic. <br />83 B UDGET I MPLICATIONS <br />84 The cost for reducing and returning portions of city fees to Roseville residents and businesses is <br />85 estimated to be about$60,000. Detailed breakdowns of these amounts are provided above. <br />86 S TAFF R ECOMMENDATION <br />87 Staff asks that the Council review staff’s proposal. If found acceptable, the City Council should <br />88 authorize staff to refund six weeks of the liquor license fee to on-sale liquor license holders in <br />89 recognition of their closure due to the COVID-19 pandemic. In addition, the City Council should <br />90 direct staff to bring forward an ordinance amendment to lower the 2020-2021 license fees by 25% <br />91 for massage therapy establishments, massage therapists, and tobacco shops.
