The presence, within or contiguous to, a structure or premises of <br />586 insects, rats, vermin or other pests. <br />587 INOPERABLE MOTOR VEHICLE. A vehicle which cannot be driven upon the <br />588 public streets for reason including but not limited to being unlicensed, wrecked, <br />589 abandoned, in a state of disrepair, or incapable of being moved under its own power. <br />590 LABELED.Devices, eEquipment, appliances, or materials or products to which has have <br />591 been affixed with a label, seal, symbol or other identifying mark of a nationally recognized <br />592 testing laboratory, inspectionapprovedagencyor other organization concerned with product <br />593 evaluation that maintains periodic inspection of the production of the abovelabeled items and <br />594 by whose label the manufacturer attests to compliance with applicable nationally recognized <br />595 standards labeling indicates either that the equipment, material or product meets identified <br />596 standards or has been tested and found suitable for the specific purpose. <br />597 LET FOR OCCUPANCY OR LET. To permit, provide or offer possession or occupancy <br />598 of a dwelling, dwelling unit, rooming unit, building, premise or structure by a person who is <br />599 or is not the legal owner of record thereof, pursuant to a written or unwritten lease, <br />600 agreement or license, or pursuant to a recorded or unrecorded agreement of contract for the <br />601 sale of land. <br />602 NEGLECT.The lack of proper maintenance for a building or structure. <br />603 OCCUPANCY. Any person who has charge, care or control of a structure or premises <br />609 which is let or offered for occupancy. <br />610 OWNER.Any person, agent, operator, firm or corporation having a legal or equitable <br />611 interest in the property; or recorded in the official records of the state, county or <br />612 municipality as holding title to the property; or otherwise having control of the property, <br />613 including the guardian of the estate of any such person, and the executor or administrator of <br />614 the estate of such person if ordered to take possession of real property by a court. <br />615 PERSON. An individual, corporation, partnership or any other group acting as a unit. <br />616 PEST ELIMINATION.The control and elimination of insects, rodents or other pests by <br />617 eliminating their harborage places; by removing or making inaccessible materials that <br />618 serve as their food or water; by other approved pest elimination methods. <br />619 PREMISES. A lot, plot or parcel of land, easement or public way, including any <br />620 structures thereon. <br />621 PUBLIC WAY. Any street, alley or similar other parcel of land essentially unobstructed <br />622 from the ground to the sky, which isthat is open to the outside air; leads to a street; has been <br />623 deeded, dedicated or otherwise permanently appropriated to the public for public use; and <br />624 has a clear width and height of not less than 10 feet. <br />625 ROOMING HOUSE. A building arranged or occupied for lodging, with or without <br />626 meals, for compensation and not occupied as a one-or two-family dwelling. <br />627 ROOMING UNIT.
