ATTACHMENT C <br />859 occupants and property within. <br />860 E. GeneralRequirements <br />861 1.Doors.Doors providing access to a dwelling unit, rooming unit or housekeeping unit that <br />862 is rented, leased or let shall be equipped with a deadbolt lock meeting specifications set <br />863 forth herein. Such deadbolt locks shall be operated only by the turning of a knob or a <br />864 key and shall have a lock throw of not less than 1-inch. For the purpose of this section, <br />865 a sliding bolt shall not be considered an acceptable deadbolt lock. Such deadbolt locks <br />866 shall be installed according to manufacturer’s specifications and maintained in good <br />867 working order. All deadbolt locks required by this section shall be designed and <br />868 installed in such a manner so as to be operable inside of the dwelling unit, rooming unit <br />869 or housekeeping unit without the use of a key, tool, combination thereof or any other <br />870 special knowledge or effort. <br />871 2.Windows.Operable windows located in whole or in part within 6 feet (1828 mm) <br />872 above ground level or a walking surface below that provide access to a dwelling unit, <br />873 rooming unit or housekeeping unit that is rented, leased or let shall be equipped with a <br />874 window sash locking devices. <br />875 3. Basement hatchways. Basement hatchways that provide access to a dwelling unit, <br />876 rooming unit or housekeeping unit that is rented, leased or let shall be equipped with <br />877 devices that secure the units from unauthorized entry. <br />878 4. Gates.Exterior gates, gate assemblies, operator systems if provided, and hardware shall be <br />879 maintained in good condition. Latches at all entrances shall tightly secure the gates. <br />880 F. Interior Structure <br />881 1. General. The interiorof a structure and equipment therein shall be maintained in good <br />882 repair, structurally sound and in a sanitary condition. Occupants shall keep that part of <br />883 the structure which they occupy or control in a clean and sanitary condition. Every <br />884 owner of a structure containing a rooming house, housekeeping units, a hotel, a <br />885 dormitory, two or more dwelling units or two or more nonresidential occupancies, shall <br />886 maintain, in a clean and sanitary condition, the shared or public areas of the structure and <br />887 exterior property. <br />888 2. Unsafe conditions. The following conditions shall be determined as unsafe and shall be <br />889 repaired or replaced to comply with the International Building Code or the International <br />890 Existing Building Code as required for existing buildings: <br />891 a. The nominal strength of any structural member is exceeded by nominal loads, the <br />892 load effects or the required strength. <br />893 b.The anchorage of the floor or roof to walls or columns, and of walls and columns <br />894 to foundations is not capable of resisting all nominalloads or load effects. <br />895 c. Structures or components thereof that have reached their limit state. <br />896 d.Structural members are incapable of supporting nominal loads and load effects. <br />897 e. Stairs, landings, balconies and all similar walking surfaces, including guards and <br />898 handrails, are not structurally sound, not properly anchored or are anchored with <br />899 connections not capable of supporting all nominal loads and resisting all load <br />900 effects. <br />901 f.Foundation systems that are not firmly supported by footings are not plumb and <br />902 free from open cracks and breaks, are not properly anchored or are not capable of <br />903 supporting all nominal loads and resisting all load effects. <br />904 Exceptions: <br />20 <br /> <br /> <br /> <br />
