Total Levy Impact $8,620 <br />*Civil Engineer position is funded through EngineeringServices Fund and adjustment will not <br />impact the levy. <br /> <br />IT Reorganization <br />As the City Council is aware, IT responsibilities for the organization are contained in the <br />Finance Department. Under the unique partnership of Metro-INET, the City of Roseville <br />employees 20 staff to provide IT services to 46 cities and governmental agencies. As a result <br />of this partnership, Roseville has substantially reduced its IT costs while receiving a very high <br />level of IT support and services. <br /> <br />In 2015, the IT Division completed a strategic plan as part of the Finance Department’s <br />strategic planning efforts. They are currently in the process of updating theirstrategic plan. <br />One of the priorities identified in the 2015 strategic plan was exploring separating the IT <br />Division from the Finance Department tomake it as its own city department. <br /> <br />I did not bring this idea forward at that time due to the need to focus on some other priorities <br />and the need to have a broader conversation about how IT functions and Metro-INET fits into <br />Roseville’s organizational structure. <br /> <br />I believe it is time to look at how the IT Division and Metro-INET fits in the city’s <br />organizational structure. Metro-INET has been in existence for 20 years and is due for a <br />review to explore what is the best model for its operation and its governance moving forward. <br />In addition, IT Manager Terre Heiser, has indicated that he is eligible to retire at any time and is <br />exploring his near-term options. At this point there is no concrete succession plan for the IT <br />Division. <br /> <br />During the past year, IT Division staff have been working with the members of Metro-INET <br />regarding the need for additional staffing in 2020. The positions preliminary identified are: <br /> Security Specialist <br /> Data Operations Supervisor <br /> Computer Support Specialist <br />The total cost for these positions are $322,490. The members of Metro-INET have indicated <br />support for this added investment, and based on the cost-allocation formula, there would be no <br />additional impact for Roseville. Since the initial discussions of adding staff to Metro-INET, I, <br />along with Finance Director Chris Miller and IT Manager Terre Heiser had discussed the more <br />pressing need of succession planning for the IT operations. <br /> <br />City Manager Recommendation –Metro-INET Staffing/Reorganization <br />2020 Levy Impact: $0 <br /> <br />Since there will need to be considerable additional conversation about the best approach to <br />reorganize the city’s IT functions, I am recommending that $322,490 (from Metro-INET <br />members and notCity of Roseville funds) be included in the 2020 budget.
