REQUEST FOR COUNCIL ACTION <br />Date:April 13, 2020 <br />Item No.:7.e <br />Department Approval City Manager Approval <br />Item Description: Approval of Special Event PermitPolicy <br />1 B ACKGROUND <br />2 On October 8, 2018, and again on June 17, 2019 staff brought forward a discussion <br />3 regarding having a special event permit policy. <br />4 <br />5 Staff has drafted a Special Event Policy for the City Council’s consideration. The policy <br />6 covers the following matters: <br />7 Defines special events generally and divides special events into two categories; <br />8 City Special Event, and Non-City Special Event <br />9 Exemptions to this policy include events at: <br />10 o Established places of worship, stadiums, athletic fields, auditorium, and <br />11 other places of assembly <br />12 o Park facilities that have pulled the proper permits <br />13 o Golf tournaments <br />14 o Graduations, parties, weddings or funeral gatherings at a residence as long <br />15 as no amplified sound or music occurs <br />16 Requires potential reimbursement by the applicant for use of City services <br />17 Limits special events to a period of no longer than 3 days at any one time and limits <br />18 special events on a property to no more than 4 times a calendar year <br />19 Requires the event generally not make noise in a manner that unreasonably annoys, <br />20 disturbs, injures, or endangers the comfort, repose, health, peace, safety, and <br />21 welfare for adjoining property owners <br />22 Requires that if amplified music or speech is part of the special event,that the <br />23 applicant designate a person responsible for monitoring sound levels that has the <br />24 authority to ensure that the sound level does not exceed 80 decibels as measured 50 <br />25 feet from the property line. Amplified sound can only be for a 4-hour period <br />26 between the hours of 12 Noon and 10:00 p.m. In addition, the applicant shall <br />27 provide a name and contact information for a person on-site of the event that will be <br />28 able to respond to noise complaints and ensure that noise generated at the site <br />29 complies with this policy. <br />30 Requires the applicant to provide proof of insurance, adequate sanitary facilities, <br />31 solid waste disposal, and an emergency plan for the event <br />32 Allows the City to require a traffic/parking plan and security plan for the event <br />33 Requires the applicant to provide a 10-day notice to property owners within a 500- <br />34 foot radius of the property where the special event is to take place.
