RCA Attachment D <br />M EMORANDUM <br /> <br />Date: June 16, 2020 <br />To: Mayor, City Council Members and City Manager Trudgeon <br />Bryan Lloyd, Senior Planner <br />From: Lonnie Brokke, Parks and Recreation Director <br />RE: Lexington Woods Park Dedication Requirement – Southeast corner of <br />Lexington Avenue and County Road C2 <br />On May 5, 2020, the Parks and Recreation Commission reviewed the Lexington Woods <br />Plat in relation to the Park Dedication requirement (meeting minutes attached). <br />The Park Dedication cash amount for the 20 additional lots is $80,000 ($4,000 per <br />additional lot).The required land amount is 10% of 4.95 acres or .495 acre. <br /> <br />The Civic Site Group Inc. (Developer) proposed that the city accept the 1.5 acre Outlot <br />directly to the north of the Judith Right of Way and the three additional lots (.69 acres) <br />directly to the south of the Judith Avenue Right of Way for a total acreage of 2.19 acres. <br />The land does have contamination and soil issues. <br /> <br />The general Parks and Recreation Commission review and discussion included that: <br /> The Parks and Recreation System Master Plan suggests an abundance of <br />parkland in this area and does not specifically identify this parcel or any parcel in <br />this area to be acquired <br /> Their recommendation to accept land would be contingent upon an <br />environmental document review and understanding of the existing soils in order <br />to create a reasonable assurance that it can be used as parkland <br /> This is an interesting and unique piece of property because it would: <br />o preserve open space and wooded areas into the future <br />o create a neighborhood connection through the Judith Right of Way <br />o add an interesting element to the city pathway/trail system <br />o be available for public use with a potential trail and sitting areas <br /> <br />Recommendation of the Parks and Recreation Commission - May 5, 2020 <br />The Parks and Recreation Commission recommends land per the developer’s proposal <br />(including the three extra lots to the south) contingent upon a review of soils that would <br />show that the city could utilize the land for low intensity amenities such as trails. <br />Page 1 of 33 <br /> <br />
