Attachment D <br />City of Roseville <br />May 29, 2020 <br />League of Minnesota Cities/GreenStep Cities <br />Sustainable City Award <br />1) Please provide on a separate page a complete program/project/initiative description of <br />250 words or less that includes an explanation of how best practices were involved. <br />In 2019, Roseville worked toward achieving their sustainability goals through increased <br />solar energy initiatives. Roseville installed solar panels on City Hall, the Fire Station, and <br />Maintenance Facility, promoted solar energy in the city, and achieved SolSmart Gold status. The <br />SolSmart Gold is the highest designation possible, and Roseville has achieved a Special <br />Recognition Award in the inspections category. By gaining SolSmart Gold status, the City of <br />Roseville has made the permitting process easier to install solar panels for both residential and <br />commercial zones. Additionally, Roseville has committed up to 2 Megawatts of Community <br />Solar Garden subscriptions over the next two years. Roseville has successfully begun this <br />initiative, receiving power from two industrial projects in Dakota County. <br />As a member of GreenStep Cities since 2014, Roseville involved a number of best <br />practices in their expansion of solar energy. Under Action 5 of Best Practice 26, Roseville <br />installed a public sector/municipally-owned renewable energy technology of solar electric on the <br />City campus. Under Action 7 of Best Practice 26, Roseville has become a solar -ready <br />community adopting zoning/ordinance language and expediting the permitting process for solar <br />systems for residents and businesses. Within this action, Roseville has ensured solar energy <br />installations are allowed in appropriate zoning districts, created a solar permit guideline for <br />residents and businesses, and achieved SolSmart Gold status. Additionally, under Action 3 of <br />Best Practice 1, these initiatives are investing in larger energy efficiency projects through retro- <br />fitted projects in city owned buildings. <br />2) Please provide on a separate page, using 500 words or less, a description of how the <br />program/ project/initiative helped the city achieve its sustainability goals AND how it <br />accomplished one or more of the following criteria: <br />• Improved the general quality of a city service. <br />• Developed an effective or innovative way to solve an old or common problem or <br />challenge. <br />• Demonstrated a financial benefit to the city. <br />• Significantly involved city residents in its development and implementation. <br />• Provided leadership in a local or regional collaborative. <br />In its 2040 Comprehensive Plan, Roseville identified goals and initiatives related to the <br />reduction of greenhouse gas emissions, adoption and expansion of renewable energy, and climate <br />resiliency. With their increased solar energy initiatives this year, Roseville is actively working <br />towards achieving the goals outlined in the Comprehensive Plan. In the plan, Roseville has a <br />
