Kimley>Morn <br />Jones Lang LaSalle (JLL) is working on the South Campus Master Plan for the Rosedale Center in <br />Roseville, Minnesota (see Exhibit 1). The site is located between Fairview Avenue and Snelling Avenue <br />(TH 51), north of TH 36 and south of County Road B2 W. The South Campus Master Plan includes 250 <br />market rate residential units, 175 active adult housing units, two 150-room hotels, 100,000 square feet of <br />office, and a net increase of 220,000 square feet of retail space (includes 40,000 square feet of <br />entertainment land use). Based on the ITE trip generation calculation, the proposed development is <br />anticipated to add 575 trips during the weekday PM peak hour and 845 trips during the Saturday peak hour <br />onto the surrounding roadway network. These numbers in the proposed retail on the outparcels west of <br />Macy's. <br />As part of the South Campus Master Plan, the existing one-way ring road is proposed to be converted to a <br />two-way ring road. The proposed master plan with two-way circulation provides better circulation for the <br />entire center. The addition of structured parking and multiple access drives for the south side eliminates <br />the long rows of parking that circulate on the ring road. This configuration provides more controlled <br />intersections for vehicles and pedestrian crossings. The structured parking for residential and retail are <br />separated within the structures. Therefore, people will take a more direct route to their parking areas vs <br />circulating long rows to find an open space. <br />It is typical for malls to operate with two-way traffic circulation. Many of the regional malls in the area operate <br />with two-way circulation or are in the process of converting to two-way.
