Kimley>Morn <br />Based on the analysis using Synchro/SimTraffic 10, the following improvements are recommended for the <br />2024 analysis year to ensure that all intersections and approaches operate at an acceptable level of service <br />during the weekday PM and Saturday peak hours: <br />Fairview Avenue at TH 36 (EB) <br />• Convert the WB right -turn from yield control to a free movement. <br />• Optimize splits and offset for the traffic signal. <br />Fairview Avenue at TH 36 (WB) <br />• Convert the NB right -turn lane into a third NB through lane. This will require modifying the existing <br />channelized islands on the east side of Fairview Avenue, in addition to the relocation or <br />replacement of the NB and EB approach signal poles and mast arms. <br />• Construct new NB right -turn lane that serves the on -ramp to TH 36 (WB). <br />• Traffic signal modification. Optimize splits and offset for the traffic signal. <br />Fairview Avenue at County Road 132 W <br />• Construct an EB right -turn lane (if ROW is available). <br />• Optimize splits and offset for the traffic signal. <br />These improvements will require additional discussion with the City of Roseville, Ramsey County, and <br />MnDOT. <br />Many of the improvements are necessary due to the significant retail growth adjacent to the Rosedale <br />Center and not directly associated with the proposed South Campus Master Plan. All the intersections are <br />anticipated to operate at an acceptable level of service for the 2040 analysis year with the recommendations <br />from above in place. It is recommended that the Fairview Avenue and County Road B2 W corridors be <br />retimed sometime before the horizon year to improve the operations of the twocorridors. <br />Rosedale Center I Traffic Impact Analysis <br />January 2020 Update <br />
