Kimley>Morn
MEMORANDUM
To: Jesse Freihammer, P.E.
City Engineer / Assistant Public Works Direction
City of Roseville
From: Andy Berg, P.E.
Date: January 31, 2020
Subject: Rosedale Center Traffic Impact Analysis
Trip Generation Comparison
Kimley-Horn has prepared a Traffic Impact Analysis (TIA) for the proposed Rosedale Center Master
Plan, which proposed to redevelop the southern half of the property. The TIA was submitted to the City
of Roseville in November 2019, and review comments were addressed in the January 2020 Update.
Since the time of the November 2019 submittal, minor changes have been made to the development's
master plan.
The purpose of this memo is to quantify the changes in anticipated trip generation between the land
uses that were assumed in the November 2019 TIA and what is currently being proposed. The memo
will also provide discussion on any impacts to the off -site mitigation identified in the November 2019
TIA as it relates to the change in land uses.
Table 1 provides a summary of the land uses assumed in the November 2019 TIA and the land uses
that are currently being included in the master plan.
Table 1— Changes in Land Use
Land Use November 2019 TIA
Market Rate Residential 250 Dwelling Units
Proposed Master Plan
350 Dwelling Units
Net Change
+100 Dwelling Units
Active Adult Residential 175 Dwelling Units
215 Dwelling Units
+40 Dwelling Units
Hotel 300 Rooms
340 Rooms
+40 Rooms
Office 100,000 SF
90,000 SF
-10,000 SF
Retail 220,000 SF
200,000 SF
-20,000 SF
Table 2 provides a summary of site trip generation for the weekday PM peak hour and the Saturday
peak hour. Based on the comparison, the change in the master plan is anticipated to result in an
increase of 35 weekday PM peak hour trips and 20 Saturday peak hour trips, both increases of less
than 5%.
