The construction and operation of the project are not anticipated to generate <br />objectionable odors. <br />Dust and odors are not anticipated to have a significant impact on human health, <br />quality of life, or the environment. <br />17. Noise <br />Describe sources, characteristics, duration, quantities, and intensity of noise generated <br />during project construction and operation. Discuss the effect of noise in the vicinity of the <br />project including 1) existing noise levels/sources in the area; 2) nearby sensitive receptors; 3) <br />conformance to state noise standards; and 4) quality of life. Identify measures that will be <br />taken to minimize or mitigate the effects of noise. <br />Noise Sources <br />The project site is an existing retail center surrounded by state highways and county roads. <br />The existing traffic noise sources at the site are Fairview Avenue, TH 36, County Road B2, and <br />Snelling Avenue. The surrounding roadways are not being modified as a result of <br />construction of the proposed project. All improvements for this development will be on site <br />and not on the public roadways. <br />Construction Noise <br />The Roseville Code of Ordinances regulates both the hours of operation for construction <br />equipment and allowable noise levels. Construction of the proposed project would comply <br />with these requirements. <br />Operational Noise <br />The Roseville Code of Ordinances and the MPCA regulate mechanical noise associated with <br />building operation. The occupancy of the proposed project will comply with these <br />requirements. <br />Noise Sensitive Areas <br />The site includes residential (FHWA Activity Category B), Retail (FHWA Activity Category F), <br />Hotel (FHWA Activity Category E), office (FHWA Activity Category E). The lowest activity <br />criteria level is the residential FHWA Activity Category B. Outdoor spaces are proposed within <br />the residential portion of the site. Highway noise is anticipated to be the primary source of <br />noise in the project vicinity. Reasonably available noise mitigation measures will be <br />employed to abate noise, per the Statue requirements for the proposed development. <br />The site plan has been designed so the residential outdoor spaces are buffered from the <br />surrounding roadways by the buildings which will act as a noise barrier to mitigate some of <br />the traffic noise from the surrounding roadways. The residential buildings are also a few <br />hundred feet from the nearest roadway which also provides a buffer between the residential <br />areas and the surrounding roadways. Building materials and other strategies will be utilized <br />during the design and construction of the hotel and residential buildings to minimize noise for <br />the tenants in those buildings. <br />Rosedale Center EAW 17 February 2020 <br />
