18.Transportation <br />a. Describe traffic -related aspects of project construction and operation. Include 1) <br />existing and proposed additional parking spaces; 2) estimated total average daily <br />traffic generated; 3) estimated maximum peak hour traffic generated and time of <br />occurrence; 4) source of trip generation rates used in the estimates; and 5) availability <br />of transit and/or other alternative transportation modes. <br />The existing site includes approximately 5,687 parking spaces in lots distributed around <br />the site. The total proposed parking would provide 5,725 spaces. <br />Rosedale Center is currently served by four signalized access points (one on Fairview <br />Avenue and three on County Road B2 W) and a one-way internal ring road. The <br />proposal includes conversion of the existing one-way internal ring road to a two-way <br />internal ring road. No new access points are proposed. <br />Trip generation for the additional retail space was based on turning movement counts <br />performed in January and February 2019. Based on the counts, there was approximately <br />2,205 trips generated during the weekday PM peak hour and 3,480 trips generated <br />during the Saturday peak hour. Based on the existing 1,150,000 square feet of leased <br />space, the weekday PM peak hour trip rate equated to 1.76 trips per 1,000 square feet <br />and the Saturday peak hour trip rate equated to 3.03 trips per 1,000 square feet. These <br />trips rates were used to determine the amount of traffic generated by the proposed <br />retail space. <br />The Institute of Transportation Engineers' (ITE) Trip Generation, Tenth Edition, was used to <br />calculate the anticipated net new external project trips for the remaining land uses <br />assumed for the proposed development (residential, hotel, and office uses). Internal <br />capture was calculated consistent with the ITE Trip Generation Manual. <br />The proposed expansion is anticipated to generate 575 new trips during the weekday PM <br />peak hour (280 entering and 295 exiting) and 845 trips during the Saturday peak hour <br />(470 entering and 375 exiting) (see the Traffic Impact Analysis included as Attachment <br />C). <br />The Rosedale Transit Center is located within the project site and is served by the A Line <br />and Routes 32, 65, 87, 223, 225, 227, 264, and 801. There is a second transit stop within the <br />project site by the entrance to Big Bowl that is served by Routes 87, 223, 225, 227, and <br />801. Additional transit stops served by these routes are located on Fairview Avenue and <br />County Road B2 W. <br />Existing and future pedestrian connections have been identified within the project site. <br />These existing and future connections tie into the existing sidewalks within the project <br />vicinity and surrounding area as shown in Attachment D. The pedestrian ring road <br />crossings will be improved by making them more prominent and visible to vehicles. <br />Raised table top crosswalks, overhead flashing lights, and improved signage are <br />examples of the pedestrian improvements that will be incorporated as portions of the <br />mall are redeveloped or reconstructed. The widths and materials of the pedestrian <br />connections will comply with the City of Roseville requirements. <br />Rosedale Center EAW 18 February 2020 <br />
