The analysis represents the Short -Term Build (2024) scenario <br />with the addition of the recommended improvements listed above. With the recommended improvements, <br />all intersections are anticipated to operate at an acceptable level of service for Short -Term Build (2024) <br />conditions during the weekday PM and Saturday peak hours. Table G and Table H (included in Appendix <br />C) provides the delay and LOS for each individual movement for the weekday PM and Saturday peak hours. <br />TABLE 5: SHORT-TERM BUILD WITH IMPROVEMENTS (2024) LEVEL OF SERVICE SUMMARY <br />It is suggested that the City of Roseville, Ramsey County, and MnDOT, in addition to representatives from <br />Rosedale Center, meet to discuss the mitigation measures listed above and any other potential alternative <br />improvements along Fairview Avenue. A second mitigation option was considering and analyzed, which <br />included adding dual westbound right -turn lanes at the intersection of Fairview Avenue & TH 36 EB. Based <br />on the Synchro/SimTraffic analysis, the westbound right -turn movement is anticipated to operate at LOS E <br />during the Saturday peak hour. Furthermore, the northbound through movement at Fairview Avenue & TH <br />36 WB is still anticipated to operate at LOS F with delay over 100 seconds with this improvement. <br />LONG-TERM BACKGROUND (2040) OPERATIONS SUMMARY <br />Table 6 provides Long -Term Background (2040) delay and LOS for both the weekday PM and Saturday <br />peak hours. The analysis represents 20-year growth in the background volumes to 2040 and includes the <br />recommended improvements from the Short -Term (2024) analysis. Table I and Table J (included in <br />Appendix C) provides the delay and LOS for each individual movement for the weekday PM and Saturday <br />peak hours.
