Exhibit A <br />Attachment D - Project Community Values Capability <br />Community Values Capability 1 Claim: Our program makes it easy for residents to participate by providing single stream <br />collection and adding new materials like additional plastics. Easy to participate, flexibility to comingle, more materials <br />picked up —particularly plastics. <br />Documented Performance: When we recently implemented single -sort recycling in a city in Ramsey County, the <br />percentage of residents that participate in the recycling program went from 76% to 93%, demonstrating that the <br />program was easy to participate in and that the comingling of materials made it more convenient for residents to <br />recycle. We were the first in the state to provide curbside collection of textiles, cartons, juice boxes, pop and beer boxes, <br />and pizza boxes. We continue to work with industries and manufacturers to add even more materials and deliver them <br />to markets that truly and transparently recycle them into new products. <br />Community Values Capability 2 Claim: Our use of local recycling markets reduces the carbon footprint of your recycling <br />program and further increases the local economic development benefit of recycling. Local markets, reduced carbon <br />footprint. <br />Documented Performance: We market over 98% of our paper to the Saint Paul paper mill, WestRock (formally <br />RockTenn), which uses 100% recycled paper to make new paper and has been in operation in Saint Paul for nearly 100 <br />years, supplying over 300 people high -paying union jobs. A cereal box set at the curb for recycling in Roseville is recycled <br />and made into a new cereal box in Saint Paul and is back on grocery store shelves in approximately 3 to 6 weeks. This is a <br />true demonstration of the possibility of closing the loop and keeping the material local, which has the greatest <br />economic, environmental, and community benefits that recycling can bring to a community. <br />Community Values Capability 3 Claim: Our transparent and accurate reporting shows that materials are efficiently <br />recycled and handled according to their highest and best use. Materials are efficiently recycled —highest and best use for <br />material. <br />Documented Performance: We calculate and share specific data from your city to help you evaluate your recycling <br />program while the reporting from most MRFs is done on a facility -wide basis. We share specific composition information <br />about your recycling, the actual residual rate of your material, and specific information about the end markets where we <br />send your recycling and what products they are made into. <br />Community Values Capability 4 Claim: Our education and outreach program has been recognized as one of the best in <br />the country. Effective frequent education of residents --with measurement, community involvement, annual report that <br />includes information on what happens to material, outreach to low participating communities, outreach using electronic <br />communications. <br />Documented Performance: In addition to the annual guide to recycling, we do education and outreach at events like <br />Earth Day. We also participate in Night to Unite, where we focus on visiting block parties in neighborhoods with low <br />recycling participation (as calculated in our annual participation study). We work with members of the community to <br />create accurate, culturally relevant translations of recycling education for many languages. We have worked with cities <br />to improve recycling in lower preforming neighborhoods through direct outreach, education through newsletters and <br />community papers, and by working with the city to coordinate "get caught recycling" campaigns where we offer <br />incentives to residents who start recycling. Our annual reporting meets all of the city's requirements and also contains <br />an analysis of the environmental benefits of the City's recycling program, a description of industry trends, and <br />documentation of education efforts and the specific impact of each on participation and amounts recycled.
