website and automated phone messages to alert residents to changes in their program like holiday collection schedules
and new materials that can be recycled. Our websites serve residents in many ways; they provide information on
recycling, zero waste, composting, and preventing wasted food as well as electronic exchange services for durable
goods. Most recently we have added a virtual MRF tour to our website called The Story of a Cereal Box. With this video
residents can see what happens to their material after it leaves their curb. They can see how it is sorted, how different
problem materials can impact the people and equipment in the MRF and finally they can see where their material
ultimately ends up and what it is made into.
Community Values Capability 5 Claim: Our organization is a national leader in the development and management of
successful multi -family recycling programs that give all city residents the opportunity to recycle and reduce waste.
Multifamily dwelling recycling.
Documented Performance: We currently serve over 1,000 buildings every week in our multi -family program. We create
accurate and culturally relevant translations including Spanish, Hmong, Somali and most recently Karen.
Community Values Capability 6 Claim: We are committed to expanding Rosevilâ–ºe's recycling program to include
businesses. Voluntary expansion to businesses.
Documented Performance: We provide service as part of the residential recycling program to many small businesses
and organizations in all of the cities we currently collect in. We look forward to working with the city to continue
reaching out to small businesses that are not currently recycling. We will be happy to add these businesses to the
program, and can work with them and the city to determine the appropriate service levels.
Community Values Capability 7 Claim: We pioneered the effort to make large, medium and small events in the Twin
Cities zero waste. We have extensive experience managing zero -waste services at city sponsored events. Experience
with zero -waste events.
Documented Performance: We have provided zero -waste event services for ten years and annually manage 15-20
events throughout the Twin Cities. On average, the events we work with recycle and compost 95% of their discards. We
have developed tools and a training program for event planners on implementing a zero -waste event.
Community Values Capability 8 Claim: We will use 20% biodiesel fueled trucks with a diesel particulate filter (DPF)
doing automated single stream collection. Clean and quiet; impact on street (size and weight of trucks).
Documented Performance: We have utilized 20% biodiesel for 12 years and have purchased Biodiesel from River
Country Cooperative, a local fuel co-operative. Biodiesel releases less particulates and fewer emissions (including
carbon) than diesel fuel or Compressed Natural Gas (CNG). (Please see attached information compiled by the Center for
Diesel Research at the University of Minnesota comparing Biodiesel with CNG for more details, and our current
Sustainability Plan). Biodiesel fuel is produced locally and recycles a waste stream product.
Community Values Capability 9 Claim: We have the experience and expertise to work with Roseville city staff and
others on developing and expanding Environmentally Preferred Purchasing (EPP) policies and practices. Education and
Leadership on Environmentally Preferred Purchasing (EPP).
Documented Performance: Paper and other products made with the highest post -consumer recycled content can be
more expensive than products with less (or no) recycled content. To eliminate this barrier we offer residents, cities, and
small businesses the ability to participate in a twice annual cooperative bulk purchase of paper with the highest recycled
content available at the lowest cost. We provide annual composition study results to cities, businesses, universities, and
counties which include detailed information about what is in their recycling and analyze these compositions to identify
potential areas for waste reduction and make EPP recommendations to increase recycling and/or composting rates.
64
