The carts will have an in -mold label on the top (similar to the recycling carts) that provides <br />this information as well. <br />Stage Three: Citywide Program (Over 30% Participation Citywide) —Once more than 30% of households in <br />Roseville have opted -in to the organics collection program, we will begin negotiations with the City to launch the <br />program citywide. Upon this change, every resident will receive a cart and information about preventing waste <br />food, backyard/worm composting, and how to participate in the citywide organics collection program. The price <br />for citywide collection will be different than the opt -in phase and negotiated based on information gathered <br />during the opt -in phase. <br />Documented Performance: In 2011 and 2012 we conducted an organics pilot program that included curbside <br />collection in the Macalester-Groveland neighborhood of Saint Paul. The program used the same zero -waste model <br />where wasted food prevention and backyard/worm composting education was given before the launch of <br />curbside collection. The program was opt -out so everyone received a cart and educational materials and called us <br />if they did not want to participate. The participation rate in the area where curbside collection was offered was <br />over 63%. The program was well received by residents. <br />Cost Impact: The cost for each household to participate in the initial opt -in program will be approximately <br />between $7.00 and $11.00 per month. The exact cost will be determined with the City based on the following <br />items that would need to be negotiated and agreed to: Responsibility for billing and collection process for <br />delinquent billing, how much promotion and education will be done (and funded) by the City and how much will <br />be done by the vendor, and responsibility for the purchase of the carts and cart ownership. <br />Item 2 Claim: Annual Public MRF Tour for Roseville <br />How will this add value? Visiting a MRF and seeing how the material is sorted has a large and very positive impact <br />on people's perception of recycling and on why problem materials are so tricky. <br />Documented Performance: We have done hundreds of tours of our MRF in the 15 years it has been open. <br />Cost Impact: We will conduct one tour per year for up to 15 Roseville residents at no cost to the City. <br />Item 3 Claim: Public Screenings of Our Virtual MRF Tour, The Story of a Cereal Box. <br />How will this add value? Only a limited number of people can attend the public tour of the MRF. This virtual tour <br />gives even more people the chance to see what happens to their material. After the screening we answer any and <br />all questions people have about recycling. <br />Documented Performance: This virtual tour has been well received by all groups we have hosted screenings for. <br />Cost Impact: We can host up to three virtual tour screenings per year in Roseville at no cost. <br />Item 4 Claim: Night to Unite Program Support <br />How will this add value? To support the goal of the Police Department to have residents register their block <br />parties, we will offer a free backyard compost bin to any block party leader that registers their party. Second, our <br />staff will attend block parties and talk about recycling and waste reduction, and potentially composting. <br />Documented Performance: We've supported Night to Unite in this way for several years in Roseville. <br />Cost Impact: None <br />
