2.05. All proposals must be sealed and delivered to the Engineering <br />Department Office at City Hall no later than 4:00 p.m. CDT, May <br />13, 2016, to be considered eligible. See Section 10 for details on how <br />to submit a proposal. <br />2.06. The City will form a proposal review committee to review and <br />analyze the details of the qualified submitted proposals (See <br />"Evaluation Criteria" Section of this RFP). Finalists will be invited to <br />interview with the review committee to be held the week of May 30. <br />Following the interviews the committee will recommend Proposers <br />with whom to negotiate further to the City Council. <br />2.07. Upon direction from the City Council, City staff will negotiate terms <br />of the agreement with the top -ranked Contractor. <br />2.08. After a draft contract has been negotiated, City staff will present <br />recommended contract to the City Council. The City Council may <br />then award the contract and authorize staff to execute it. <br />2.09. The new recycling contract will commence on January 1, 2017. <br />3. BACKGROUND AND HISTORY <br />Roseville has contracted for curbside recycling of single unit dwellings, <br />duplexes, triplexes and four-plexes since July 1987. Once a month collection <br />occurred from July 1987 — July 1988, twice a month collection from August <br />1988 — December 1998, every other week collection from January 1999 — <br />April 2006, weekly collection from April 2006 — February 2014, and every <br />other week collection has occurred at SUDS after February 2014. <br />The program began with collection of old newspaper (ONP) and aluminum <br />cans. Over the years commodities have been added to include collection of <br />old magazines (OMG), old corrugated containers (OCC), household office <br />paper and mail, boxboard (OBB), phone books, carrier stock cardboard, <br />aseptic packaging, glass bottles and jars, steel food cans, PET and HDPE <br />plastic bottles, pizza boxes, and clothing and textiles. <br />In 1999 Roseville switched from source separated recycling to a two -sort <br />system. In 2014 Roseville switched to a Single Stream program that is <br />collected every other week. <br />Participation rates reported by Contractors were between 56 and 71 percent <br />from 1999 — 2007, between74 and 82 percent from 2007 — 2012, and <br />between 76 and 93 percent for 2013 & 2014.
