5 GENERAL REQUIREMENTS FOR ALL COLLECTIONS <br />5.01. Service Requirements <br />The Contractor shall provide comprehensive recycling services <br />described herein and as described in the Proposal. Collection shall <br />occur bi-weekly on the day of the week designated in Exhibit A <br />"Recycling Collection Zones" map. Contractor may submit an <br />alternate bid for weekly collection. <br />5.02. Collection Vehicle Equipment Requirements <br />All vehicles must be clearly identified on both sides with <br />Contractor's name and telephone number. In addition, all Collection <br />vehicles used in performance of the Contract shall: <br />• Be duly licensed and inspected by the State of Minnesota; <br />• Operate within the weight allowed by Federal and Minnesota <br />Statutes and local road weight limits; <br />• Be Minnesota Department of Transportation (DOT) - <br />compliant at all times; <br />• Be leak -proof; and, <br />• Be kept clean and as free from offensive odors as possible. <br />Each Collection vehicle shall be equipped with the following: <br />1. Two-way communications device <br />2. First aid kit <br />3. All safety equipment required by Federal, State of Minnesota, <br />and local governing bodies; including federal and state <br />Departments of Transportation <br />4. Universal Spill Kits, or other appropriate equipment for <br />cleaning up spills and/or leaks <br />5. Receptacle for driver's cigarette or cigar butts, tobacco ashes <br />and chewing tobacco residue. <br />5.03. Personnel Requirements <br />Contractor shall retain sufficient personnel and equipment to fulfill <br />the requirements and specifications of this Agreement. The <br />Contractor will provide a Route Supervisor to oversee the recycling <br />route drivers servicing the City. The Route Supervisor will be <br />available to address customer complaints by cell phone or voice mail <br />at minimum 6 hours per day. The Contractor shall have on duty <br />Monday through Friday from 7:00 a.m. to 5:00 p.m. a dispatch <br />customer service representative to receive customer calls and route <br />issues. The Contractor shall provide a 24 hour answering service line <br />or device to receive customer calls. The Route Supervisor and all <br />13 <br />
