Roseville Public Works, Environment and <br />Transportation Commission <br />Agenda Item <br />Date: August 25, 2020 <br />Item Description: Chapter 800 Proposed Ordinance Amendments <br />Item No: 5 <br />Chapter 800 of the Roseville City Code deals with Public Works ordinances and regulations. The code is <br />broken into three sections. Chapter 801 deals with the Municipal Water System, Chapter 802 deals with the <br />Sanitary Sewer System and Chapter 803 deals with Storm Water Drainage. <br />Over the years, the code has been added or modified to address changing practices. Over the last year, staff <br />has looked at the code to identify areas that are out of date or need better detail or clarification. <br />Below is a quick summary of the changes. Staff will go into more detail in a presentation at the commission <br />meeting. <br />• 801 Water <br />o Construction practices. We propose to remove many of these from the code as many of <br />these standards do not apply and are included in City standards and specifications. It <br />allows new standards to be changed as new practices and materials become industry <br />standard. <br />Water Connection and Charges <br />• Update to the ordinance to when utility fees get charged after permits are pulled. <br />• Update to who is required to be on the utility bill. <br />• 802 Sewer <br />o Construction practices. We propose to remove many of these from the code as many of <br />these standards do not apply and are included in City standards and specifications. It <br />allows new standards to be changed as new practices and materials become industry <br />standard. <br />o Clarification of some definitions. <br />o Clarification of maintenance definitions. <br />o Defective Drain and Obstruction — proposed language to better address some nuisance <br />issues that can affect the sewer system. <br />803 Drainage <br />o Updated some definitions to better meet industry standards. <br />Attachment A is the current code. Attachment B is the proposed code, if the revisions are made. Some <br />formatting still needs to take place and would be done so before this was brought to council. Since the <br />marked -up version showing the tracked changes is very marked up, we included the two versions separately. <br />Both versions are highlighted, showing the areas in the code that were added (green), removed (red) or <br />modified (yellow). <br />Recommended Action: <br />Receive presentation and forward a recommendation to the City Council on the proposed ordinance <br />amendments. <br />Attachments: <br />A: Existing Public Works Ordinance <br />B: Proposed Public Work Ordinance <br />
