REQUEST FOR COUNCIL ACTION <br />Date: June 22, 2020 <br />Item No.: 7.c <br />Department Approval City Manager Approval <br />Item Description: Discuss a Mandatory Face Covering Order for the City of Roseville <br />1 B ACKGROUND <br />2 On March 13, 2020, Governor Walz declared a statewide peacetime emergency due to the COVID- <br />3 19 pandemic. On March 16, 2020, Mayor Roe declared a local emergency due to the COVID-19 <br />4 pandemic and the City Council extended the local emergency until May 15, 2020. On May 11, the <br />5 City Council extended the local emergency until such time Governor Walz rescinds the state <br />6 emergency and the City Council passes a resolution to rescind the local emergency.The governor <br />7 has extended that order four times, most recently on July12, 2020 to August 12, 2020. <br />8 <br />9 The spread of the coronavirus that causes COVID-19 continues throughout the state and the United <br />10 States. The United States leads the world in number of confirmed COVID-19 cases. As of the writing <br />11 of this report, Minnesota has had 43,170 confirmed positive cases and 1,510 deaths. Ramsey County <br />12 has experienced 5,395 confirmed cases and 238 deaths. In Roseville, there has been 328 confirmed <br />13 cases and 25 deaths due to COVID-19. In parts of the United States, the number of coronavirus <br />14 infections is surging, creating threats to the response capacity of hospitals and healthcare workers. <br />15 <br />16 Recently, members of the public and City Council have expressed interest in discussing whether to <br />17 adopt a face covering requirement. This report provides information about the science regarding the <br />18 effect of face masks on disease transmission and what other cities are doingto assist the City <br />19 Council in its discussion. <br />20 <br />21 Effects of face coverings in preventing COVID-19 transmission <br />22 Growing scientific evidence suggests that the coronavirus spreads through aerosolized particles that <br />23 are released into the air when an infected person breathes, laughs, sneezes or coughs. A significant <br />24 number of persons infected with COVID-19 may present as asymptomatic or pre-symptomatic, giving <br />25 no outward appearance of being ill. Those persons may unintentionally spread the virus without <br />26 knowing it. <br />27 <br />28 Both the Centers for Disease Control and Prevention and the Minnesota Department of Health have <br />29 issued guidelines that recommend the wearing of face coverings in public. (Attachment A)In <br />30 repeated executive orders, Governor Waltz has strongly encouraged Minnesotans “to wear a <br />31 manufactured or homemade cloth face covering when they leave their homes and travel to any <br />32 public setting where social distancing measures are difficult to maintain.” Face masks and coverings <br />33 may reduce the risk of transmission from an infected person to others, particularly when combined <br />34 with physical distancing, hand washing, and other prevention measures. <br />35 <br />Page 1 of 3 <br /> <br />
