36 Governor Walz is reported to be considering a statewide facecovering mandate but at the time this <br />37 report was written, he has not issued any mandatory mask order. If a statewide mask requirement is <br />38 issued, there will not be a need for Roseville to consider a separate one. <br />39 <br />40 Current City Face Coverings Orders <br />41 At the time of this report, there are 9 cities have mandatory mask requirements. They are <br />42 Minneapolis, St. Paul, Rochester, Duluth, Mankato, Edina, Minnetonka, Winona, and Excelsior. <br />43 While each order differs slightly, generally the orders require face coverings to be worn by <br />44 individuals in indoor areas accessible to the public such as public facilities and businesses. These <br />45 orders do have exceptions from wearing masks for those that have medical issues that prevent them <br />46 from wearing a mask and for younger children. Generally, these orders require a business to ask a <br />47 customer to leave if they are not wearing mask. If that customer refuses to leave, law enforcement <br />48 can be called to trespass the individual. The orders also allow for an individual to be cited for failing <br />49 to adhere to the facecovering requirement as well as a business that fails to enforcethe requirement. <br />50 <br />51 Included as part of Attachment B is some information from the cities of Edina, Duluth, Rochester, <br />52 and Minnetonka regarding their orders. <br />53 <br />54 Discussion <br />55 If the City Council wants to consider issuing a mandatory face covering requirement in Roseville, <br />56 there should be discussion on the following: <br />57 Where face covering are required (public facilities, businesses, offices, outdoor facilities) <br />58 Exemptions from being required to wear face coverings (individuals with health conditions <br />59 not allowing them to wear face coverings, use of masks by younger children, when eating or <br />60 drinking, participating in sports) <br />61 Level of enforcement and penalties for non-compliance <br />62 <br />63 Mayor Roe has requested that a draft resolution (Attachment C) modifying the local emergency <br />64 order to require the use of face coverings in Roseville when in public be included in the packet. <br />65 Staff has used the City of Edina order as a template, but the City Council should discuss the details <br />66 of the order and applicability to Roseville before considering adoption. The City Attorney has <br />67 provided some input into the draft resolution and is able to discuss the provisions of the resolution in <br />68 more detail at the meeting. <br />69 <br />70 Alternatively, the City Council could consider passing a resolution urging residents to wear face <br />71 coverings and/or urging the Governor to require face coverings statewide. <br />72 P OLICY O BJECTIVE <br />73 To discuss whether the City of Roseville should have a mandatory face covering requirement due to <br />74 the COVID-19 pandemic. <br />75 B UDGET I MPLICATIONS <br />76 Not applicable <br />77 S TAFF R ECOMMENDATION <br />78 Staff requests the City Council discuss the desire to create a mandatory facecovering requirement <br />79 and if so, under what parameters one should be imposed. <br />Page 2 of 3 <br /> <br />
