Roseville Public Works, Environment and <br />Transportation Commission <br />Agenda Item <br />Date: November 24, 2020 Item No: 8 <br />Item Description: Public Works 2021 Work Plan <br />Background: <br />Each year, Public Works staff monitors and evaluates the condition of City infrastructure for <br />development of ongoing maintenance and replacement needs plans. We use this information to <br />develop capital improvement plans and in the development of the annual budget request in these <br />areas. We also work closely with Ramsey County and MnDOT on improvements to City <br />infrastructure as a part of their road improvement projects within Roseville. The following are <br />the improvements that we are recommending for the 2021 construction season within the city. <br />The attached map shows both pavement improvement as well as utility improvements. <br />(Attachment A) The map also shows projects that are done by Ramsey County, MnDOT, Met <br />Council Environmental Services, watersheds and other utilities as some of these projects have <br />impacts on city projects. The proposed work plan is consistent with the 20-year capital <br />improvement plan and pavement management program policies. <br />1. Pavement Management Program Proiects: Each year the Public Works Department <br />evaluates infrastructure needs based on the City's Pavement Management Program and <br />assessment of utility infrastructure. Streets in marginal condition are recommended for <br />major maintenance by mill and overlay. Streets in poor condition and that do not meet the <br />City standard for street construction are recommended for reconstruction. The streets shown <br />in Attachment A will be included in this year's PMP. The 8.7 miles of roads are proposed to <br />be milled and overlaid. Spot curb replacements are also done at this time but only where <br />there are significant structural issues with the in -place curb or significant settling. <br />These pavement -resurfacing projects are proposed to be financed through our street <br />infrastructure funds and Municipal State Aid (MSA) funds. After receiving bids for these <br />projects, we will request that the City Council award the bid to the lowest responsible bidder. <br />Reconstruction: No roads are proposed to be reconstructed in 2021. <br />Pedestrian Flashers: The existing pedestrian flasher at Victoria Street and Central Park is <br />in need of replacement due to age and will be upgraded to a RRFB system. <br />2. Pathways: A new pathway will be constructed along the west side of Rice Street between <br />County Road C2 and Woodlyn Avenue. The new pathway will connect a new senior housing <br />project at South Owasso Street and Rice St to the transit center on Markey Place Drive in <br />Little Canada and will also complete a gap in the sidewalk network. <br />
