A new pathway will be constructed on the east side of Cleveland Avenue north of Iona Lane <br />to complete a gap in the pathway network. <br />The Tamarack Park connection to Western will be constructed to make a complete loop in <br />the neighborhood. <br />A new pathway, the Twin Lakes Trail, will be constructed over RCD 4 when the ditch is <br />converted to a pipe. This will make a trail connection from County Road C to Terrace and <br />connect new apartments that are currently under construction in the Twin Lakes Area. <br />Pathways in Central Park and the Centerpointe Business park will be resurfaced <br />3. Utility Infrastructure: <br />Sanitary Sewer Lining: The majority of the city's sanitary sewer mains were constructed in <br />the late 1950's and early 1960's, utilizing clay tile pipe and reinforced concrete pipe. Over <br />time, the joint materials have failed allowing root intrusion. The pipe is also susceptible to <br />cracking and construction damage. The 2021 Capital Improvement Plan recommends <br />funding for a sanitary sewer main lining program to extend the life of our sanitary sewers by <br />50 years or more. This technology essentially installs a new resin pipe inside the old clay tile <br />sewer main without digging up city streets, which results in minimal disruption to residents <br />during construction. The liner pipe is inserted into the main through existing manholes and <br />cured in place with a heat process. Any given segment is usually completed in one working <br />day. Service line connections are reopened using a robotic cutter and remote cameras. <br />During the process, existing flows are bypassed using pumps. This technology has been <br />proven over the past 20 years, and costs have become competitive with open cut replacement. <br />The City started doing this type of renovation on an annual basis in 2006 and will have an <br />annual project for the foreseeable future to replace our aging sewer infrastructure. This <br />technology also reduces infiltration of groundwater into the system and can be credited <br />toward current and future inflow/ infiltration surcharges which are mandated by the <br />Metropolitan Council. hi 2021, approximately 7.4 miles of sanitary pipe are schedule to be <br />lined. The location of this work varies and is spread throughout the city based on system <br />priority. <br />Pipe Replacements/Repairs: Staff evaluates sanitary and water main replacement needs in <br />our pavement replacement areas as well as utility infrastructure needs in County and State <br />project areas. To date, city staff has identified sewer replacements in the following locations: <br />• County Road B & Dale <br />• County Road B & 200 feet east of Dale Street <br />• County Road B & Cohansey <br />To date, city staff has identified water replacements in the following locations: <br />• Cleveland Avenue, County Road C2 — County Road D <br />o This section is proposed to be replaced due to high water break history. <br />o Staff will continue to work with a consultant on design for phase 3 of the <br />water booster station improvements. Phase three involves roof replacement, <br />replacement of existing roof and skylights, refurbishment of exterior brick, <br />refurbishment of interior finishes, noise attenuation, lighting enhancements, <br />
