The improvements <br />would cost between $100,000 and $150,000. <br />10. Victoria Avenue (DOT #061358N) <br />Victoria is a 4 -lane roadway. The warning devices are cantilever signals <br />with flashing lights. The risk index is 8,220. The land use is primarily <br />residential. The County is planning roadwork in the area but according to <br />MnDOT the railroad signals will not be changed. The improvements would <br />be replacing the signal system with cantilevers and gates. The cost would <br />be $175,000 to $200,000. <br />11. Dale Street (DOT #061359V) <br />Dale Street is a 2 -lane roadway with a trail on the east side. The warning <br />devices are flashing light signals. The risk index is 4,377. The <br />improvements would be to replace the signal system with flashing lights <br />and gates. The cost would be $175,000 to $200,000. <br />12. South Owasso Boulevard (DOT#061362D) <br />South Owasso Boulevard is a 2 -lane roadway with crossbucks and stop <br />signs. The risk index is 2,653. Placement of gates is complicated by private <br />driveway that is in the northeast quadrant. The improvements would be <br />installation of flashing lights and gates and possible road realignment. The <br />improvements would cost $200,000 to $250,000. <br />7.0 RISK ANALYSIS <br />The FRA has developed a risk analysis to evaluate proposed quiet zones. The analysis <br />is based on their national crossing inventory and accident databases. The accident <br />prediction model uses 12 criteria to determine the probability and severity of a <br />vehicle -train crash at each crossing. Using these calculations, a National Significant <br />Risk Threshold (NSRT) and an individual Risk Index with Horns (RIWH) can be <br />developed. The FRA have also compared crossings that have had quiet zones in-place <br />with non -quiet zone crossings and have developed a QZRI and an effectiveness rating <br />for each type of SSM. <br />Using their Quiet Zone Calculator, these various index numbers are computed and <br />provide the basis for what needs to be done at each crossing in order for a <br />community to obtain a Quiet Zone. Appendix B has the quiet zone calculator results <br />from the FRA website. Risk is averaged over the railroad crossings in the proposed <br />zone and compared to a National Significant Risk Threshold level (NSRT). This risk <br />analysis computes a Risk Index with Horns (RIWH) and a Quiet Zone Risk Index <br />(QZRI). This analysis determines what crossing improvements are needed for a <br />community to establish a quiet zone. At a minimum, all new quiet zones must have <br />railroad signals with gates. Appendix D is a process flow chart that outlines the steps <br />needed to obtain a quiet zone. <br />
