Attachment 112 — Summary of Proposed Contract Changes for <br />City of Roseville Comprehensive Recycling Services <br />In Section 2.5.1 Curbside Collection— Proposer suggests adding the following language to <br />second paragraph: <br />"When picking up extras outside the cart it is limited to 4 paper grocery bags of extra materials <br />or one bundle of cardboard that is broken down small enough to fit into the resident's cart so that <br />the driver can utilize cart tipper to load material into the truck." <br />Also in Section 2.5.1 Curbside Collection — Proposer suggests the following alternative means <br />of contaminant and participation measurement <br />"On -board cameras will be used by drivers to monitor carts for contamination as they are being <br />emptied into the truck hopper. If a driver notices contamination, they will report it using the on- <br />board computer on their truck, and then will leave an educational tag on the cart for the resident. <br />If the driver sees that there is contamination before tipping the cart, such as plastic bags sticking <br />out, the driver will not empty the cart and will leave an educational tag and report the <br />contamination using the on -board computer on their truck. A summary of these contamination <br />reports will be submitted to the City on a monthly basis (see Attachment R). <br />Contractor will calculate the city's contamination rate annually through a composition study. <br />Material collected from the City will be held aside for one week and run through our MRF <br />separately from other material, and each category that the material is sorted into will be weighed <br />separately, including contamination. During this study, contractor will also take note of common <br />contamination issues to aid future education efforts. <br />Contractor will calculate the city's participation rate annually through a participation study. In <br />this study, data from the on -board computers on the recycling trucks will be pulled for s six week <br />study period and analyzed to calculate the city's set -out rate, or the average number of <br />households that set out material for recycling collection on a given day, and the city's <br />participation rate, which is the number of households that set out recycling at least once within <br />the six week study period." <br />2.5.8.1 Curbside— proposer suggests the following tracked change: <br />Contractor shall leave the Non -Targeted Materials and leave an "education tag" indicating <br />acceptable materials and the proper method of preparation.
