2.12 Missed & Partial Dump Collection Policy & Procedures <br />Contractor shall have a duty to pick up missed and partially dumped collections. Contractor <br />agrees to pick up all missed and partially dumped collections on the same day that the Contractor <br />receives notice of a missed collection or Partial Dump, provided notice is received by the <br />Contractor before 11 a.m. on a business day. If notice of a missed or partially dumped collection <br />is received after 11 a.m. on a business day, the Contractor agrees to pick up that missed or <br />partially dumped collection before 6 p.m. on the business day immediately following. <br />2.15 Severe Weather <br />... <br />l'ce gcling collections may be postponed due to severe weather at the sole discretion of the Public <br />Works Director. "Severe Weather" shall include but shall not be limited to those cases where the <br />temperature at 6 a.m. is minus 20 degrees Fahrenheit (7) or colder. Upon postponement, <br />Collector shall notify the City within two hours, put notice on the Contractor's website, alert the <br />news media, and use other means to contact residents. The City will be responsible for notifying <br />the residents by municipal cable TV, email notification, and any other means identified by the <br />City. Collection will be made the following business day. <br />2.14 Weighing of Loads <br />Contractor will keep accurate records consisting of the date, time, collection route, driver's <br />identification, vehicle number, tare weight, gross weight, net weight, and number of recycling <br />stops for each loaded vehicle. Collection vehicles will be weighed empty before collection to <br />obtain a tare weight and weighed after completion of a route or at the end of the day, whichever <br />occurs first. These records shall be maintained on file by the Contractor for at least three years in <br />the event of an audit by the City or County. <br />2.15 Ownership <br />Ownership of the Recyclables shall remain with the person placing them for collection until <br />Contractor's personnel physically touches the Recyclables for collection, at which time <br />ownership shall transfer to the Contractor. <br />2.16 Scavenging Prohibited <br />Any person or persons taking recyclable materials from a recycling container without explicit <br />permission of the inhabitant of a SUD or the owner or manager of a multi -unit dwelling complex <br />will be in violation of local ordinance (City Code 403.03) and subject to penalty. The Contractor <br />shall report to the City any instances of suspected scavenging or unauthorized removal of <br />recyclable materials from any collection containers. <br />Contractor will immediately report all witnessed scavenging to Roseville's Police dispatch <br />(651-767-0640.) <br />RFP for City of Roseville Recycling Services a A-13 <br />
